Assembly Democrats Deliver: 22 New Bills to Hold ICE and Trump Accountable, Empower California Immigrants and Communities of Color

SACRAMENTO - On Wednesday, Assembly Democrats voted to advance nearly two dozen new bills that hold ICE agents accountable for violence and chaos, and reject Trump's failed immigration policies.

The bills strengthen public safety and oversight of ICE, and reinforce the California Assembly's commitment to making sure immigrant families and communities of color are safe at our schools, businesses, hospitals and child care centers.

Assembly Democrats continue to lead the nation in holding ICE accountable and fighting back against Trump's reckless and unconstitutional immigration policies. But Republicans continued to defend Trump and his secret police on Wednesday, arguing that the ICE violence and killings in Minnesota earlier this year were just agents "doing their jobs."

The bills (see below) empower state law enforcement to investigate federal agent killings, impose new levies on detention centers, require disclosures when ICE is present in our communities, prevent locals from assisting heartless immigration raids, and bar former ICE agents from positions of authority.

Since Day One, California Leads Nation

Nearly one year ago, Trump unleashed chaos in Los Angeles, sending ICE agents to raid businesses, detain workers, divide families and spread fear through dangerous and violent immigration enforcement actions.

Trump's secret police and ICE agents did not target criminals or felons; they indiscriminately targeted immigrants and Californians of color.

Speaker Robert Rivas and Assembly Democrats took action last year and continue to stand resolute: California will continue fighting back against harmful ICE raids and will fight side-by-side with immigrant families.

The Legislature passed significant protections to crack down on dangerous ICE enforcement, laws that require officers conducting immigration operations in the state to clearly identify themselves and prohibit warrantless immigration enforcement activity at schools and hospitals.

Today, Assembly Democrats are continuing this work, with new legislation focused on protecting civil rights, strengthening accountability and ensuring immigrant communities can safely access schools, workplaces and public services.

Assembly Democrats Deliver Real Solutions

On Wednesday, Assembly Democrats voted to pass the following bills:

  • AB 2393 by Assemblymember Dawn Addis - Cracks down on ICE impersonators and false arrests by allowing victims to seek damages when false imprisonment involves masks, restraints, weapons or forced transport.
  • AB 1994 by Assemblymember David Alvarez - Requires law enforcement and prosecutors to provide an Immigrant Victims Rights and Resources card, including information on U visas, T visas and VAWA relief.
  • AB 2230 by Assemblymember Anamarie Ávila Farías - Protects voters and children by restricting federal law enforcement presence near polling places and prevents ICE from entering nonpublic child care areas without a judicial warrant, subpoena or court order.
  • AB 1627 by Assemblymember Anamarie Ávila Farías - Stops ICE officers with serious misconduct histories from becoming California peace officers.
  • AB 1537 by Assemblymember Isaac Bryan - Stops California peace officers from moonlighting as ICE agents by prohibiting secondary employment involving federal immigration enforcement.
  • AB 1655 by Assemblymember Isaac Bryan - Protects families from losing CalWORKs aid when a child or household member is unlawfully detained by ICE.
  • AB 2624 by Assemblymember Mia Bonta - Extends California's existing Safe at Home address confidentiality program to immigration support service providers, employees, and volunteers who face documented threats, harassment, or violence. (Note: Assembly voted to pass this bill on Tuesday.)
  • AB 1650 by Assemblymember Jessica Caloza - Requires rented vehicles used in law enforcement operations to clearly identify the agency using them, bringing transparency to unmarked ICE-style enforcement tactics.
  • AB 2662 by Assemblymember Juan Carrillo - Creates a statewide working group and public dashboard to track civil rights violations tied to federal immigration enforcement.
  • AB 2721 by Assemblymember Juan Carrillo - Requires hotels to notify workers and guests when ICE or Border Patrol has a reservation on site.
  • AB 2318 by Assemblymember Sade Elhawary - Prohibits law enforcement from denying or delaying emergency medical care for people under their control when treatment can be safely provided.
  • AB 1806 by Assemblymember Jesse Gabriel - Requires an independent state investigation into fatal federal immigration officer-involved shootings.
  • AB 1807 by Assemblymember Jesse Gabriel - Keeps ICE operations off state-owned property by prohibiting state facilities from being used for immigration enforcement staging, processing, detention or operations.
  • AB 1851 by Assemblymember Mike Gipson - Expands culturally responsive, trauma-informed mental health and restorative practices in K-12 schools to better support students affected by immigration enforcement, family instability or community trauma.
  • AB 1896 by Assemblymember Mark González- Disqualifies individuals who engaged in ICE activity from employment with a state, county, or local public agency, including as a peace officer, in California.
  • AB 1633 by Assemblymember Matt Haney - Imposes a 50 percent tax on private immigration detention centers and directs the revenue to immigration-related services.
  • AB 2495 by Assemblymember Ash Kalra - Expands the scope of prohibited unfair immigration-related practices that unscrupulous employers use to intimidate and dissuade workers from asserting their workplace rights.
  • AB 1675 by Assemblymember Alex Lee - Withholds state tax breaks from corporations that contract with DHS and its immigration enforcement agencies, ensuring taxpayer dollars are not enriching firms that aid and abet ICE's campaign of terror.

  • AB 2379 by Assemblymember José Luis Solache - Gives family daycare providers clear, multilingual training on their rights during ICE or other law enforcement encounters.

Next Steps

The Assembly's bills go to the Senate before advancing to the Governor's desk.
