Dallas City Council Backs Keeping Childcare Subsidies in Place for Working Parents

DALLAS-The Dallas City Council today approved The Early Childhood and Out-of-School Time Services Program to continue delivering childcare subsidies for working families across the city. Funded through Community Development Block Grant (CDBG) dollars, the program will serve approximately 200 children ages 0-12.

The Dallas City Manager is authorized to execute contracts with fully licensed childcare providers selected by eligible low- to moderate-income parents, approve the ECOSTS Program Statement, and implement updated policies and procedures for providers and parents. "This program helps address a critical need for childcare for working families in the city," said Dallas City Manager Kimberly Bizor Tolbert. "The City Council's action reiterates its strong support for expanding access to quality childcare, and emphasizing the program's role in helping Dallas parents maintain employment and educational opportunities," Tolbert added.

Services are targeted to households meeting U.S. Department of Housing and Urban Development (HUD) area median income guidelines. The contract period runs from October 1, 2026, through September 30, 2027, with funding not to exceed $550,537
