Rackspace Technology Research Reveals Cloud Maturity A Defining Factor in Healthcare Cyber Resilience and AI Success

Global survey finds just 15% of healthcare organizations are "Cloud Leaders," outperforming peers in security, resilience and AI

San Antonio, TX - March 30, 2026 - Rackspace Technology® (NASDAQ: RXT), a leading end-to-end hybrid cloud and AI solutions company, today announced findings from its new global research report, From Cloud Adoption to Cloud Advantage in Healthcare.

The study, conducted in the fourth quarter of 2025 in partnership with Coleman Parkes Research, surveyed 325 healthcare IT and digital leaders across the U.S., UK and Europe with an average of 8,361 employees.

The findings show cloud adoption is foundational to modernization and AI but has progressed so slowly that only 15% of healthcare organizations have fully integrated cloud into their business strategies. In contrast, "Cloud Leaders," demonstrate stronger outcomes in cybersecurity, cyber resilience and AI advancement. Cloud Leaders show a stronger preference for architected hybrid (31%) and private cloud (25%) environments, signaling a preference for secure environments in regulated industries.

Cloud Adoption: Progress Influenced by Persistent Structural Constraints

Enhanced diagnostic accuracy, operational efficiency, reduced burnout and higher gains in clinician support are among the benefits respondents said are gained from AI maturity in healthcare.

Healthcare organizations increasingly recognize cloud as foundational to modernization. However, legacy infrastructure, cost governance, compliance pressures and skills gaps continue to shape outcomes.

The vast majority of healthcare IT decision-makers report having repatriated workloads from one cloud environment to another or back to on-premises during their cloud migration efforts. Only 3% say they have not repatriated any workloads.

Key findings Cloud Adoption:

Hybrid cloud has emerged as the most widely used hosting model, accounting for 19% of workloads overall.

• 15% of healthcare organizations qualify as Cloud Leaders, with cloud fully integrated into business strategy
• Cloud Leaders are more likely to use private cloud than other organizations (25% vs.15%)
• 63% report moderate-to-high dependency on legacy systems, prompting a lack of confidence in interoperability with other systems among many
• 59% say cloud costs are in line with or lower than expected
• Only 4% are extremely confident in their ability to protect patient data from cyberattack
• Just 6% describe their cyber resilience posture as fully integrated and regularly tested

AI Adoption: High Potential and Yet Cautious Execution

While AI demonstrates measurable operational and clinical benefits, healthcare organizations remain cautious in adoption. Security concerns and data readiness issues remain dominant barriers. Organizations further along in cloud adoption consistently report stronger AI outcomes, reinforcing the symbiotic relationship between cloud maturity and AI advancement.

Key Findings: AI Adoption:

• Only 10% of surveyed organizations report fully integrated AI adoption, and 14% describe AI use as minimal with no formal strategy.
• 44% report greater operational efficiency from AI initiatives in the past 12 months; 41% cite reduced clinician workload.
• 44% identify improved clinical decision support as the most expected AI benefit in the next 12 months.
• 41% cite security risks, including patient data vulnerability, as the primary pitfall in leveraging AI.
• 58% of Cloud Leaders report well-managed or fully integrated AI strategies, compared with 24% of other organizations.

A Reinforcing Relationship: Cloud Maturity and AI Advancement

The findings demonstrate organizations that modernize infrastructure through structured cloud strategies are better positioned to adopt AI securely, manage data effectively and strengthen cyber resilience. Regional differences also emerged. U.S. organizations show higher levels of cloud integration compared with Europe and the UK.

Regional Findings: UK Healthcare Organizations Face a Wider Cloud and AI Maturity Gap

The research reveals a more pronounced maturity gap in the UK compared with the U.S. and parts of Europe, particularly in cloud strategy integration and AI adoption.

Key UK findings include:

• Only 20% of UK respondents say cloud operations are well-managed and integrated into IT strategy, compared with 67% in the U.S. and 38% across Europe.
• 29% of UK organizations report that legacy systems dominate core operations, contributing to modernization constraints and integration challenges.
• Just 16% of UK respondents report full preparedness for the upcoming Cyber Security and Resilience Bill, underscoring regulatory and operational pressure.
• Only 1% of UK healthcare organizations report fully integrated AI adoption, while 33% describe AI use as minimal and informal, lacking an established strategy or governance framework.

These findings highlight a critical opportunity for UK healthcare organizations to accelerate structured cloud modernization and build stronger foundations for AI-driven transformation.
