Board of Supervisors Meeting Recap for October 7, 2025

The Kern County Board of Supervisors met today as scheduled for Tuesday's October 7, 2025, Board Meeting. Supervisor Phillip Peters (District 1), Supervisor Chris Parlier (District 2), Supervisor Jeff Flores (District 3), Supervisor David Couch (District 4), and Chairwoman Leticia Perez (District 5) were in attendance. Item No. 1 AM session:

The Board Adopted a Resolution honoring Brandon Hankins, Information Technology Services, upon his retirement with 27 years of dedicated service to the County of Kern. You can watch the presentation HERE.

Item No. 2 AM session:

The Board proclaimed October 12-18, 2025, as 4-H Week in Kern County. You can watch the presentation HERE.

The Board proclaimed October 2025 as Domestic Violence Awareness Month in Kern County. You can watch the presentation HERE.

The Board proclaimed "Whiskey Tender: A Memoir" by Deborah Jackson Taffa as the primary title for this year's Fall 2025 One Book Project community read in Kern County. You can watch the presentation HERE.

The Board proclaimed October 9, 2025, as the grand unveiling of the reimagined children's area at the Southwest Branch Library in Kern County. You can watch the presentation HERE.

Item No. 8 AM session:

Item No. 15 AM session:

The Board approved an Agreement with Action Family Counseling, Inc., to provide residential substance use treatment services from October 7, 2025 through June 30, 2026, in an amount not to exceed $1,200,000.

Item No. 21 AM session:

The Board adopted a Resolution District Attorney to submit grant application to the California Governor's Office of Emergency Services (CalOES) for 2025-2026 Victim Witness Assistance Program from October 1, 2025 through September 30, 2026, in the amount of $1,556,037.

Item No. 24 AM session:

The Board approved a request to enter contract negotiations with Social Policy Institute, San Diego State University, for an external review of child welfare services. You can watch the presentation HERE.

Item No. 26 AM session:

The Board approved a Memorandum of Understanding (MOU) with Naval Air Weapons Station (NAWS) and Child Protective Services (CPS) for the purpose of coordinating services providing access to naval station, and facilitating suspected child abuse investigations, effective October 7, 2025, until terminated by either party.

Item No. 37 AM session:

The Board received and filed a presentation from the Sheriff's Office on its Gang Suppression Unit and Kern County High Intensity Drug Trafficking Area (KC-HIDTA) Task Force activities and efforts in community safety. You can watch the presentation HERE.

Item No. 3 PM session:

The Planning and Natural Resources Department presented on Community Development programs funded by Community Development Block Grant (CDBG) funds in response to a Board inquiry on September 9, 2025. The Board received and filed the presentation and can be watched HERE.

Item No. 20 PM session:

The Board approved a sole source Agreement with unwired Broadband to install equipment and infrastructure providing high-speed, low-cost internet service option in Lost Hills, effective October 7, 2025 in the amount of $599,283; Memorandum of Understanding (MOU) with Educational Leasing LLC, to confirm support delivering broadband access to Lost Hills; and request to cancel designation in the General Fund Lost Hills Economic Opportunity Area in the amount of $599,283, and appropriate in 1007CC Special Services for broadband access and services to Lost Hills. Item No. 22 PM session:

The Board approved an Agreement with Flood Ministries, Inc., providing a mobile shower program from October 7, 2025 through June 30, 2027. Mobile shower services provide essential hygiene resources and street outreach for residents experiencing homelessness in Kern County's rural and unincorporated communities.

Item No. 24 PM session:

The Board approved and adopted a Resolution of application by the County requesting Kern County Local Agency Formation Commission (LAFCo) initiate proceedings for dissolution of Lamont Storm Water District.

Item No. 27 PM session:

The Board approved approval of a mid-year capital asset acquisition of one bronze plaque for the Oildale Wall of Fame. The plaque will be used to honor Thomas N. Clark, a native of Oildale that will be remembered for his exemplary public service and civic contributions to the Oildale community.

Items No. 30-31 PM session:

The Board approved contributions to various community organizations to support programs and services, including the Fox Theater; the Kern Law Enforcement Association Foundation; the Kern County Firefighters Relief Foundation; the Kern High School District; the Kern Law Enforcement Association; the Sheriff Activities League; and the Richard Prado Foundation.

Item No. 34 PM session:

The Board approved a funding request from the A-Z Foundation Group to purchase supplies for the 2025 Junior Pheasant Hunt. This project provides an opportunity for families to hunt together as they traditionally did years ago, as well as developing alternative activities for our youth.

Item No. 35 PM session:

The Board approved approval of funding request from Taft Sportsmen's Club to purchase pheasants for the 30th Annual Taft Sportsmen's Club Youth Pheasant Hunt.

Item No. 36 PM session:

The Board approved a funding request from Taft Sportsmen's Club and Junior Division for Upland Game Guzzler Repair.

The next Regular Board Meetings are scheduled for October 21, 2025, at 9:00 a.m. and 2:00 p.m.
