Large-Scale March Concludes, PPB Collaborates to Help Ensure Safety for All

A large-scale free speech gathering and march in downtown Portland proceeded safely on October 18, 2025. No arrests were made.

On Saturday, October 18, 2025, at approximately 10 a.m., tens of thousands of people began marching toward Waterfront Park from various parts of the city. Eventually, all the groups converged at the park as part of a nationwide series of gatherings. Due to the size of the of the crowd exceeding the capacity of the park, Southwest Naito Parkway was closed between Southwest Ash Street and Southwest Morrison Street.

The gathering and march proceeded safely through part of downtown Portland and inner Southeast for approximately three hours, beginning at about 1 p.m.

An Incident Management Team, which is overseen by a Crowd Management Incident Commander (CMIC), was activated for this event. The CMIC managed numerous resources that included Dialogue Liaison Officers (DLOs), Traffic Officers, Rapid Response Team (RRT), Air Support Unit (ASU), Mobile Field Forces and the PPB Sound Truck (a loudspeaker-equipped police vehicle). DLOs, wearing white uniform shirts, act as liaisons to demonstrators, and their role is not enforcement. PPB is grateful for the assistance of Hillsboro Police, Oregon City Police, Portland Fire & Rescue, Portland Bureau of Emergency Management, Portland Bureau of Transportation, the Bureau of Emergency Communications, ODOT, TriMet, Portland Parks & Recreation, and other city and local partners.

PPB Dialogue Officers worked closely with event coordinators to help facilitate traffic control within the march route. During the march, for the safety of participants and drivers, the Hawthorne Bridge and the Morrison Bridge were closed to vehicular traffic in both directions. The end of the march returned to Waterfront Park at about 4:00 p.m. and all roads were reopened to regular traffic.

The Portland Police Bureau would like to thank the community members and event coordinators for their communication and cooperation, which allowed us to plan and provide a safe environment for all who attended.
