03/12/2026 - New proposed policy to disclose home energy scores to be considered

Residential Energy Performance Rating and Disclosure

The City is considering a new policy that would require a Home Energy Score to be disclosed when single-family homes, townhomes, duplexes, and triplexes are listed for sale. A Home Energy Score provides a standardized rating of a home's energy performance, helping buyers understand expected energy costs and opportunities for efficiency improvements.

The proposed policy was developed in partnership with the cities of Lacey, Tumwater and Thurston County through the Thurston Climate Mitigation Collaborative. It helps implement Olympia's Comprehensive Plan Climate Element and the regional Thurston Climate Mitigation Plan by encouraging energy efficiency improvements and reducing greenhouse gas emissions from residential buildings.

This policy would not require homeowners to make any upgrades. It would only require disclosure of a home's energy performance information at the time of listing. Communities with similar policies have found that providing this information helps buyers make informed decisions and encourages voluntary energy efficiency improvements over time.
