U.S. Senator Katie Britt Applauds President Trump’s Signing of Lulu’s Law

WASHINGTON, D.C. - U.S. Senator Katie Britt (R-Ala.) today celebrated President Trump for his signing of her legislation, S. 1003, Lulu's Law. The United States Senate passed the legislation unanimously on July 8, 2025, and the House of Representatives recently followed suit with overwhelming support. This is Senator Britt's second bill to be signed into law after President Trump made her Laken Riley Act the first piece of legislation he signed as 47th President of the United States. Senator Britt is one of just nine members of Congress who have had multiple bills signed into law during the 119th Congress.

"This bill signing is the result of two years of working around the clock to help ensure we protect beachgoers across our nation. The timing of this law couldn't be better as countless Americans are enjoying our nation's beaches this summer," said Senator Britt.

On June 7, 2024, just over two years ago, Lulu Gribbin was attacked by a shark and sustained nearly fatal injuries. Just 90 minutes earlier and only a few miles away, Elizabeth Foley had also been attacked by a shark. Recently, there was a shark attack in St. Andrews Bay that left a man in critical condition, reinforcing the need for the warning mechanisms that Lulu's Law will now provide.

The signing of Lulu's Law will codify shark attacks as events for which the Federal Communications Commission will transmit warnings through Wireless Emergency Alerts, allowing beachgoers to be alerted to unsafe water conditions following an attack. Had an alert system been in place, it is reasonable to believe that none of these attacks would have occurred because beachgoers would have been warned to exit the water due to the potential danger.

Senator Britt further noted, "We would not be here today without Lulu's courage, perseverance, and advocacy to protect future beachgoers. She conquered an insurmountable challenge head-on, choosing to advocate for a worthy cause. Because of her strength, lives will be changed. We should all be inspired by her."

"Ever since that fateful day at the beach, our daughter Lulu has worked to spare other families from going through what we experienced, or worse. We feel so lucky that Lulu is here, and we couldn't be prouder of her for using her platform in such an impactful way," said Ann Blair and Joe Gribbin. "This is a commonsense law that makes everyone safer, and it passed with incredible bi-partisan support because nearly every elected representative came together to protect families at the beach. We're grateful to Senator Britt and Representative Palmer, who rallied their colleagues in support of this bill and showed how a law like this could impact families across the country."

This legislation had bipartisan support in the Senate from Senators Brian Schatz (D-Hawaii), Shelley Moore Capito (R-W.Va.), Bill Cassidy (R-La.), Tommy Tuberville (R-Ala.), Deb Fischer (R-Neb.), Tim Kaine (D-Va.), Pete Ricketts (R-Neb.), Raphael Warnock (D-Ga.), and Chris Coons (D-Del.), who cosponsored this legislation in the Senate.
