NOTICE: USACE Permitting Changes

Recent changes in USACE Nationwide Permit (NWP) process requires a pre-construction notification (PCN) for projects that previously didn't require a PCN prior to March 2026. If you have been using the RRS system to submit your projects to the Corps since March 2026, this change was already baked into the process. MoDOT is encouraging LPA sponsors and their consultants to use the RRS system to submit their projects to the Corps. Note that PCNs sometimes trigger mitigation that is not required under a no-PCN NWP. Therefore, more mitigation can also be expected under the new process.
