Some of the most important reforms in the security sector are often the least visible. While citizens may not see the internal structures that govern a police service, these foundations are essential to ensuring professionalism, accountability and effective service delivery.
In this context, EUAM RCA and the Central African National Police have reached an important milestone with the presentation of a draft decree on the organisation and functioning of the National Police to the Director General of the National Police (DGPN).
Developed through close cooperation between the National Police, EUAM RCA, MINUSCA and the United Nations Development Programme (UNDP), this draft decree establishes a modern organisational framework designed to strengthen governance, clarify institutional responsibilities, improve human resources management and enhance operational effectiveness across the police service.
The reform forms part of broader efforts to support the professionalisation and modernisation of the Internal Security Forces of the Central African Republic. By providing clearer structures, defined reporting lines and strengthened management mechanisms, the decree aims to improve institutional performance and support more efficient, accountable and citizen-focused policing.
Following its review by the DGPN, the draft decree will be submitted to the Ministry of Interior and Public Security (MISP) as part of the national approval process.
This achievement reflects the close partnership between the Central African authorities and the European Union in support of Security Sector Reform. Through its advisory mandate, EUAM RCA continues to assist national institutions in building sustainable, accountable and citizen-focused security services, contributing to stronger institutions, greater public trust, the rule of law and long-term stability in the Central African Republic.
