Arizona Department of Insurance and Financial Institutions Issues Cease and Desist Against Unlicensed Insurer 'RespondersHealth, LLC'

Phoenix, AZ - The Arizona Department of Insurance and Financial Institutions (DIFI) has issued a cease and desist order against RespondersHealth, LLC, an Arizona limited liability company, for operating as an unlicensed insurer under multiple dba's in Arizona.
Complaints received by DIFI alleged that RespondersHealth was denying claims despite the existence of active health services contracts at the time medical services were received. Investigations by DIFI substantiated these claims and revealed that the business was operating as an unlicensed insurer.
"A company that misrepresents an unlicensed product as insurance is breaking Arizona law," said DIFI Interim Director Maria Ailor. "We will continue to take action against those who illegally conduct insurance business and deceive the public."
In light of the upcoming open enrollment for healthcare plans, the Department reminds consumers to be vigilant in purchasing approved and legitimate products from reputable sources, such as healthcare.gov. Any product described as a self-funded, employer or association-sponsored plan is not a major medical health insurance plan, and consumers should be cautious when enrolling in such products. More information is available on the DIFI website at: https://difi.az.gov/2026-open-enrollment.
Consumers with questions regarding RespondersHealth can contact the Department's Consumer Services Division at (602) 364-3100 or online at difi.az.gov.
