RELEASE: Representatives Friedman, Sherman, Chu Lead Push for ICE Reform & Noem Impeachment

LOS ANGELES, CA - Today, January 28, 2026, U.S. Representatives Laura Friedman (CA-30), Judy Chu (CA-28), and Brad Sherman (CA-32) joined forces to demand accountability and major reform of ICE and DHS after two Americans were killed during federal immigration enforcement operations in Minneapolis.

Friedman is an original cosponsor on the resolution to impeach Secretary Noem, is helping lead the No Masks for ICE Act to ban agents from hiding their identities, and is demanding the immediate termination of Greg Bovino, the architect of Operation Metro Surge which killed two Americans and he cannot be allowed to quietly return to California to lead enforcement here.

"Two Americans are dead, and federal agents are violating the Constitution, detaining Americans, and making our communities less safe without any accountability," said Congresswoman Laura Friedman (CA-30). "No American, in Minnesota or California or any state in our union, should live under fear of an unchecked federal force. If a local police chief acted like Kristi Noem, I'd be fighting to make sure they're out of a job before the sun set. It's time for action."

Friedman is fighting for critical legislation, including:

  • Rep. Robin Kelly's resolution to impeach Secretary Kristi Noem for lying to the public and leading a cover-up instead of a law enforcement agency
  • The No Masks for ICE Act, introduced by Rep. Nydia Velázquez, which would stop agents from hiding their identities and ensure public transparency and accountability
  • The Bivens Act, led by Congressmen Hank Johnson and Jamie Raskin, to end ICE agents' immunity from being sued, giving Americans recourse for constitutional violations committed against them by federal officials
  • the rescinding of ICE funding from the Big Ugly Bill and demanding Congress act now to rein in ICE and DHS

Friedman will not vote for a cent of ICE or DHS funding until:

  • Operation Metro Surge ends.
  • All federal agents drop their masks and wear clear identification.
  • Officers who violate the Constitution, laws, and court orders are held accountable.
  • Warrants are required for arrests and searches.
  • U.S. citizens are not being improperly detained or deported by ICE or DHS.
  • Use-of-force standards are mandated.
