Negative Declaration

Madison County - The Town of Cazenovia Town Board, as lead agency, has determined that the proposed Increase and Improvements of Facilities for the Town of Cazenovia Water Pollution Control Facility and Consolidated Sanitary Sewer District will not have a significant adverse environmental impact. The action involves the current project is a revision and reduction to a previously approved project (July 20, 2023) in which a Negative Declaration was adopted on July 10, 2023, and published with the ENB on July 19, 2023. The approved project consisted of:
• Reconstruction of the Influent Building and equipment improvements; • Construction of two new primary clarifiers and a new primary distribution box; • Rehabilitation of the existing final clarifiers and the construction of one additional final clarifier; • Conversion of the existing chlorine disinfection system to UV disinfection and associated improvements; • Structural improvements; • Electrical and lighting improvements; and • Heating and ventilation improvements. The scope of the approved project has been revised or reduced as follows: • The new Influent Building will not be constructed; • The new primary clarifiers and distribution box will not be constructed; • The new UV units will not be installed in new tanks constructed on the north yard, but rather installed into the existing chlorine contact tanks; and • The driveway on the north end of the plant will be widened. In addition, the following "maintenance" modifications will also occur: • Scum collection for the existing final settling tanks; • Isolation and demolition of the 4-inch rotter box drain line; • Demolition of old chlorine feed equipment in the pump gallery (basement); • Replacement of two "inner" RAS pumps in the pump gallery (basement); • Upsizing the WAS flow meter from 4-inch to 6-inch; • Repair/rehabilitation of the potable water system in the pump gallery (basement); • Replacement of the influent gate; • Replacement of the roof on the Admin/Control building; • Replacement of the sump pump in the pump gallery and re-piping from the clarifier to the oxidation ditch; and • Re-piping of RAS to the head of the oxidation ditch and making the discharge visible. The prior Negative Declaration was updated and reaffirmed by the Town Board on July 14, 2025, with respect to the above noted changes to the project. The project is located throughout the Town of Cazenovia, New York.
