Denver Celebrates 10,000 E-Bike Rebates

Since its inception in April 2022, the City and County of Denver's Office of Climate Action, Sustainability & Resiliency (CASR) has distributed over 10,000 electric bikes (e-bikes) to community members through its pioneering e-bike rebate program. As the first U.S. city to implement such an initiative, Denver's model has been the model for dozens of cities and states nationwide.

"Denver's e-bike rebate program is an important strategy to reduce pollution and promote sustainable transportation," said Elizabeth Babcock, Executive Director of CASR. "By making clean mobility more accessible, we're not only helping people save money but also advancing the city's climate resiliency goal."

The program helps people shift away from vehicle trips while reducing greenhouse gas emissions and transportation costs. City agencies are joining in-Denver Parks and Recreation and the Denver Police Department both now use e-bikes for patrol.

Program Highlights:

  • Upcoming Rebate Dates: The final rebate rounds for 2025 are scheduled for Tuesday, September 30, and Tuesday, October 28, both at 11:00 a.m.. Interested applicants are encouraged to create an account on the e-bike rebate portal ahead of time to streamline the application process.
  • Rebate Amounts: Income-qualified individuals can receive a $450 rebate voucher from the city, which can be combined with the State of Colorado's $450 e-bike tax credit, totaling $900 in savings.
  • Eligibility Criteria: To qualify for Denver's e-bike rebate, applicants must have a household income below Denver's area median income. For example, a one-person household must earn less than $91,280 annually and a four-person household must earn less than $140,100.
  • Adaptive E-Bikes: Community members in need of adaptive e-bikes have two rebate options. They can receive a $450 rebate from the city, which can be combined with Colorado's $450 e-bike tax credit for a total of $900 in savings at any participating bike shop. Or, they can choose a $950 city rebate, which can also be combined with the $450 state tax credit for a total of $1,400 in savings at adaptive-specific bike shops. These rebates are available year-round with no income restrictions.

Program Impact:
A 2022 report by Ride Report indicates that e-bikes from Denver's program displace 4.1 million vehicle miles annually, eliminate 1,447 tons of greenhouse gas emissions each year, and save residents $1 million in fuel and maintenance costs. In 2024, an estimated 1 million car trips were replaced by e-bike trips in the Mile High City.

Fix-a-Flat Initiative:
In 2024, Denver launched the "Fix-a-Flat" initiative, offering a one-time $50 credit to income-qualified e-bike riders for flat tire or wheel repairs. This program aims to ensure that e-bike owners can maintain their bikes and continue to use them as a sustainable transportation option.

Program Funding:
The e-bike rebate program is funded through the taxpayer-approved Climate Protection Fund, a $40 million/year initiative aimed at reducing Denver's greenhouse gas emissions and helping community members adapt to and thrive in a changing climate.
