Blue Envelope Program

The Blue Envelope Program is a community safety initiative designed to promote calm and informed communication between individuals with autism, developmental disabilities, sensory sensitivities or communication challenges and first responders.

Participants use a clearly marked blue envelope to store essential documents such as a driver's license and registration, alongside guidance for both the individual and first responder. The envelope acts as a signal indicating that additional time, understanding or accommodations may be needed during a traffic stop, emergency response or other interactions with first responders.

The Broomfield Police Department hopes this program will be a continuation of additional efforts by Broomfield to bridge communication gaps, so that first responders and community members feel safe, informed and respected.

How it works?

On each envelope information is provided for both the individual and first responder encouraging respectful and patient interaction. Participation is voluntary and self-implemented. No personal information is stored or saved.

Make sure to fill out the information completely on the outside of the envelope including your name and any relevant medical or disability information. Keep the envelope in an accessible location in your vehicle such as your glove compartment or center console. During an interaction with a first responder such as a traffic stop, remember to stay calm, keep your hands on the steering wheel, inform the officer that you have a blue envelope and wait for permission to reach for it. Then hand the envelope to the officer and wait for further instructions. Always follow the officer's directives even while using the program.

How do I get a blue envelope?

If you or someone you know would like a free blue envelope, they are available at the front desk of the Broomfield Police Department located at 7 DesCombes Drive. If you are unable to come to the police department for an envelope, one can be mailed to you free of charge. Simply send a request to [email protected] or call the department's non-emergency line at 303-438-6400.
