Regulating short-term rentals to combat housing shortages and property speculation in the EU

In many European cities, the proliferation of short-term rentals on digital platforms such as Airbnb and Booking.com contributes to housing shortages, rising rents and property speculation. This undermines the right to housing, exacerbates social inequalities and leads to extensive gentrification of urban centres, at the expense of residents, especially young people and those in vulnerable situations.

While some local authorities have adopted measures to regulate these practices, the absence of a harmonised EU framework limits their efficacy and makes it easier for platforms to circumvent the rules. The Commission has the authority to regulate the internal market and ensure consumer protection, while respecting fundamental social rights.

In view of this:

  • 1.What steps will the Commission take to establish a binding EU framework that imposes local quotas on the number of properties that can be used for short-term rentals?
  • 2.Will it tighten up the transparency requirements for digital platforms so that local authorities can monitor these activities effectively?
  • 3.How will it tie in this regulation with the EU's social and environmental goals, with a view to combating gentrification and ensuring access to affordable housing, especially for students and those in vulnerable situations?
