Mayor Kraham Announces Request for Proposals To Rehabilitate Two Vacant City-Owned Residential Properties
- City Seeks Development Interest for 182 Hawley St. and 3 Cary St., Encourages Affordable Housing Proposals -
(BINGHAMTON, N.Y.) - Mayor Jared M. Kraham on Thursday announced the City of Binghamton is issuing a Request for Proposals (RFP) for the rehabilitation and sale of two vacant City-owned residential properties: 182 Hawley St. in the Center City neighborhood and 3 Cary St. on the North Side.
The City is seeking qualified developers, investors or future owner-occupants to acquire, rehabilitate and return the vacant properties to productive use as quality housing. The City's primary objective is to support neighborhood stabilization and its broader housing goals.
Proposals that incorporate affordable housing are strongly encouraged, and the City will give favorable consideration to applicants who plan to utilize financing programs through New York State Homes and Community Renewal (NYSHCR) or other applicable state and federal housing programs.
Both properties were obtained by the City through a historic court settlement against slumlord Issac Anzaroot.
182 Hawley St. is a three-story apartment building in the Center City neighborhood. Currently vacant, the property has historically operated as a multi-unit rental property, making it well-suited for continued residential use.
3 Cary St. is a three-family residence on the City's North Side, comprising two structures: a two-story, two-family structure near the front of the parcel and a separate single-family structure near the rear.
Affordable housing projects are now underway or planned at several other former Anzaroot properties acquired by the City, including 181 Hawley St. and 41 and 43.5 Clinton St.
The RFP for 182 Hawley St. and 3 Cary St. is designed as a low-barrier, streamlined process.
Questions regarding the RFP will be accepted until Wednesday, June 24, with responses to all questions posted publicly by Monday, June 29.
