Need for clarification on alleged interaction between EU representatives in the Palestinian Territories and Hamas

As reported by international news sources, it would appear from certain now-declassified internal Hamas documents that Kühn von Burgsdorff, the former EU representative in the Palestinian Territories, expressed personal positions perceived as favourable to the Palestinian cause and sought to open official channels of communication with Hamas - contrary to the official line taken by the EU, which does not recognise Hamas as a legitimate political interlocutor - and was praised for this by Hamas.

The European Union's external action must be rooted in the principle of complete impartiality, strict respect for anti-terrorism policies and a total lack of complicity, be this direct or indirect, with terrorist groups, whether through its institutions themselves or through persons representing the EU abroad.

In the light of the above, can the Vice-President of the Commission / High Representative of the Union for Foreign Affairs and Security Policy state:

  • 1.What her formal view is on the contents of these documents and how she considers it possible for such an outspoken figure to have represented the Union in such a geopolitically-sensitive area?
  • 2.Whether she can provide full information on all the funds he was responsible for managing, so as to exclude the possibility that EU funds have gone to finance terrorism, directly or indirectly?
  • 3.What measures she will take to protect the integrity of the EU's diplomatic corps, ensure it complies with anti-terrorism rules and enhance transparency in the management of EU missions abroad?
