DLA Distribution San Joaquin commander recognized for distinguished leadership

Marine Corps Col. Brogan Issitt, commander, Defense Logistics Agency Distribution San Joaquin, California, received the Lt. Gen. Andrew T. McNamara Award for Distinguished Leadership during a ceremony Sept. 15 at DLA Distribution headquarters in New Cumberland.

Army Brig. Gen. Kevin Cotman, commanding general, DLA Distribution, presented the award on behalf of DLA Director Army Lt. Gen. Mark Simerly.

The Lt. Gen. Andrew T. McNamara Award is presented to military and civilian leaders who demonstrate exceptional strategic vision and make enduring contributions to the Agency's global logistics mission. The accolade is named in memory of Lt. Gen. Andrew T. McNamara, a decorated World War II quartermaster who served as the first director of the Defense Supply Agency, DLA's predecessor organization established in 1961.

Issitt was recognized for his efforts leading DLA's second-largest distribution platform. Under his command, the installation manages more than 350,000 national stock numbers, an inventory valued at $12 billion, and approximately 2 million annual transactions supporting warfighters across the globe.

"Receiving the Lieutenant General Andrew T. McNamara Award is a deeply meaningful honor," Issitt said. "General McNamara set the standard for defense logistics, establishing a lasting legacy of agility, accountability, and unwavering support to the joint force. To be associated with that legacy is truly humbling."

Issitt and his leadership team guided the distribution centers transition to the agency's Warehouse Management System in 2025, developing comprehensive workload analytics and established the agency's first-ever WMS production standards, which were subsequently adopted across all 24 DLA distribution centers worldwide.

In addition to operational performance, Issitt placed heavy emphasis on workforce development and safety culture. During his command, DLA Distribution San Joaquin recorded a 25% decrease in total workplace mishaps, a 52% reduction in restricted-duty days, and conducted approximately 100 hiring panels to onboard 132 personnel, reaching a 97% staffing fill rate.

Issitt emphasized that the achievements recognized by the award reflect the collective effort of the entire San Joaquin workforce.

"While this award bears my name, it does not belong to me alone. It reflects the relentless dedication, grit, and ingenuity of an incredible team I have been privileged to lead," Issitt said. "Thank you for this recognition, and to our workforce for always delivering excellence."
