County Road 209 Riverside resurfacing (Green Cove Springs)- Crews anticipate beginning a milling and resurfacing project on County Road 209 Riverside from US 17 to Ivey Lane in late February to early March. Anticipate daytime, single-lane closures once work begins. The project could take up to 3 weeks to complete.

County Road 220 and Town Center Boulevard Resurfacing from US 17 to west of Brookstone Drive (Fleming Island) - Crews will begin resurfacing County Road 220 from U.S. 17 to Arena Road the first week of February. Drivers should expect nighttime lane closures and traffic shifts during construction. Work is anticipated to begin in late February to early March and could take up to three weeks to complete.

Doctors Lake Drive resurfacing (Fleming Island/ Orange Park) - Crews will begin a milling and resurfacing project on Doctors Lake Drive from Peoria Road to Kingsley Avenue in early 2026. We will provide updated start dates as soon as plans are finalized.

Old Jennings Road/ Long Bay Road new traffic signal and intersection improvements (Middleburg) - Crews will soon begin installing a new traffic signal and making improvements at the intersection of Old Jennings Road and Long Bay Road in Middleburg. Work is anticipated to begin in early March.

Ongoing County Projects

County Road 209 (Russell Road) from Peters Creek Bridge to US 17, Bonded Transportation Program project #2 (Lake Asbury)- Widen the roadway to four lanes with a median, turn lanes, bike lanes, curb and gutter, and sidewalks from CR 315B to US 17 and from CR 315 to south of Peters Creek Bridge. Drivers should expect single-lane closures, delays, and occasional weekend work through spring 2027. Crews may work at night to reduce daytime impacts and finish faster, which could cause temporary noise, vibration, and lighting for nearby residents.

County Road 209 (Russell Road) from Sandridge Road to Peters Creek Bridge, Bonded Transportation Program Project 3B- Widening and realigning the east end of Sandridge Road (CR 739B) where it connects to County Road 209B, along with operational improvements at the County Road 209 and County Road 209B intersection to improve traffic flow and safety. Motorists should expect a 25 mph low-speed zone and overnight single-lane closures from 5:30 PM to 5:30 AM in the work area.

  • Update February 12, 2026: TRAFFIC ALERT on Russell Road / Sandridge Road- Construction to tie in Russell Road and Sandridge Road begins this weekend. The first phase will open the traffic circle for northbound and southbound traffic and provide access to CR 209B. Upcoming phases will include multiple traffic shifts, with flaggers directing traffic and patterns potentially changing daily. Expect delays. Work will occur during daytime and nighttime hours. Please use caution as crews work near traffic. The full transition to the new design is expected by March 7.

County Road 218, Bonded Transportation Program project #1 (Middleburg) - Widen and reconstruct a 2.7-mile roadway from Masters Road to Pine Tree Lane into four lanes with a median, turn lanes, curbs, gutters, sidewalks, and bike lanes, and resurface the road from Cosmos Avenue to Pine Tree Lane. Drivers should expect lane closures, traffic shifts, and a 25 mph speed limit throughout the work zone. Crews may work at night to reduce daytime impacts and finish faster, which could cause temporary noise, vibration, and lighting for nearby residents. Project completion is expected in summer 2026.

County Road 220 Widening and Reconstruction Phase 1 and Phase 2 projects (Middleburg/Lakeside) - Work began in December 2025 with Phase 1, including intersection improvements at Rideout Ferry Road. Phase 2 started January 20 and includes construction of a new four-lane bridge over Little Black Creek. Both phases are expected to be completed in late 2026, with detours in place throughout the project. Crews may work at night to reduce daytime impacts and finish faster, which could cause temporary noise, vibration, and lighting for nearby residents.

County Road 315/ Cathedral Oak Parkway utility work (Green Cove Springs)- Anticipate daytime, single-lane closures on County Road 315 north to Cathedral Oak Parkway Monday through Saturday, from 9 a.m. to 6 p.m. for gas main installation work. We will update this notice when the work is complete.

East-West Parkway/County Road 220 Intersection Improvements (Fleming Island)- Construction began February 2 on the East-West Parkway/CR 220 intersection to improve traffic flow and safety. The project includes lane extensions, pavement markings, and signal upgrades. Anticipate single travel lanes and traffic shifts for up to 90 days.

Jefferson Avenue closure (Orange Park) - In June the County's Public Works Department closed off an area on Jefferson Avenue adjacent to Ridgeview Elementary School due to an unsafe subsurface structure. County officials made school leaders aware of the move, which is aimed to prevent vehicles from parking on the stretch. Pedestrian traffic is still permitted.

Live Oak Lane/Old Jennings Road paving and trail construction (Middleburg)- Construction of a new 3.5-mile, 12-foot-wide multi-use trail extending from Live Oak Lane/Old Jennings Road, along Long Bay Road, to the State Road 21 intersection. Work began on April 2 and is expected to be completed in 345 days. Please observe the 25 mph speed limit on Live Oak Lane and drive safely.

Walburg Street closure (Green Cove Springs)- Walburg Street closed on Monday, January 6, 2025, and will remain closed for approximately 12 months during the construction of the new Clay County Economic and Development Services building.

Sidewalk Projects

Choctaw Trail sidewalk installation (Middleburg) - Install a new five-foot-wide, 2,000-foot sidewalk with two ADA ramps along Choctaw Trail in Middleburg from Chief Ridaught Trail to Apalachicola Boulevard. Anticipate daytime single-lane closures and lane shifts. Work began January 26 at Harrison Avenue and Logan Street (30 days), with the next section on Choctaw Trail starting February 27 for an additional 30 days.

Evergreen Lane sidewalk installation (Lakeside/Middleburg) - Construction began the week of December 2 near Doctor's Inlet Elementary School as part of the Safe Routes to School program. The project will expand sidewalk connectivity along several nearby streets to improve pedestrian and bicycle safety and help reduce school traffic. Drivers should expect intermittent daytime single-lane closures and traffic shifts during construction.

Jefferson Avenue sidewalk replacement (Orange Park) - Intermittent daily lane closures and a full sidewalk closure on Jefferson Avenue started June 3. Crews are replacing the sidewalk on Jefferson Avenue between Harrison Avenue and Washington Avenue. We will update this notice when the work is finished.

Blanding Boulevard Intersection Improvements from South of Wells Road to the Ortega River (Orange Park)- FDOT began a project to redesign the intersection of Blanding Boulevard (State Road 21) and Wells Road on August 4. The project includes milling and resurfacing, base work, shoulder treatment, drainage improvements, curb and gutters, traffic signals, lighting, highway signing, bridges, sidewalks/bicycle path, and other incidental construction. No single lane closures on Blanding Boulevard and Wells Road will be allowed from 6 a.m. to 8 p.m. No double lane closures on Blanding Boulevard and Wells Road will be allowed from 5 a.m. to 10 p.m. The $8 million project is scheduled for completion in summer 2026, weather and unforeseen circumstances permitting.

  • Nighttime lane closures Monday through Thursday from 8 p.m. to 6 a.m. for road work.

Kingsley Avenue (State Road 224) from Azalea Lane to Doctors Lake Drive - (Orange Park)- Daytime eastbound lane closures Wednesday through Friday from 9 a.m. to 3:30 p.m. for roadside work.

State Road 16 at State Road 21 (Middleburg)- Daytime eastbound lane closures Monday through March 27 from 9 a.m. to 4 p.m. for utility work.

State Road 100 at Southeast Eighth Street (County Road 21B) (Keystone Heights) - Daytime lane closures weekdays from 9 a.m. to 4 p.m. to install roadway markings.

U.S. 17 (S.R. 15) from Water Oak Lane to Eagle Harbor Parkway Resurfacing and Intersection Improvements (Fleming Island) - This FDOT project includes resurfacing and intersection improvements along U.S. 17 and connecting roads, including new medians, additional travel lanes, turn lane expansions, and upgraded sidewalks, crosswalks, and pedestrian signage. Most work will be done at night. Drivers should expect lane closures and possible delays throughout the project.

  • U.S. 17 from Eagle Harbor Parkway to Water Oak Lane - Nighttime lane closures Sunday through Thursday from 7 p.m. to 6 a.m. for road work.

U.S. 17 (State Road 15) from Oak Street to Black Creek Roadway Improvements (Green Cove Springs - This $12.2 million project, part of Green Cove Springs' Downtown Improvement Plan, will improve traffic flow and reduce congestion on U.S. 17 and CR 209. Key upgrades include new traffic signals, extended turn lanes, directional medians, and improved lighting. Work will be coordinated with Clay County's CR 209 widening project, with completion expected by late 2026.

  • Nighttime lane closures Sunday through Thursday from 6:30 p.m. to 6 a.m. for road work.

U.S. 17 (State Road 15) at Jericho Road (Green Cove Springs)- Daytime lane closures Monday through February 21 from 9 a.m. to 6 p.m. for road work.

U.S. 17 from Black Creek to Village Square Parkway (Fleming Island)- Daytime lane closures Monday through February 21 from 9 a.m. to 7 p.m. for road work.

U.S. 301 (State Road 200) from Northwest 265th Street to State Road 228 (Clay Hill)- Daytime lane closures Monday through February 21 from 9 a.m. to 7 p.m. for road work.

U.S. 301 (State Road 200) at County Road 218 (Maxville)- Daytime southbound lane closures Tuesday and Wednesday, and northbound lane closure Thursday from 9 a.m. to 3 p.m. for road work.

U.S. 301 (State Road 200) from County Road 218 to I-10 (Maxville)- Daytime lane closures Monday through February 21 from 9 a.m. to 7 p.m. for road work.

First Coast Expressway (FCE) Work FDOT

First Coast Expressway (State Road 23) at Cathedral Oak Parkway (Lake Asbury) - Nighttime northbound lane closure Monday from 10:30 p.m. to 5 a.m. for toll equipment maintenance.

FDOT First Coast Expressway South -State Road 23 from north of S.R. 16 to east of C.R. 209 (Green Cove Springs) - Construct 9.7 miles of new multi-lane, limited-access, toll road with drainage system, stormwater ponds, traffic signals, lighting, signage, guardrails, 15 new bridges, and two tolling facilities. Construction on this $180 million project began in April 2019 and is expected to be completed in mid-2026.

  • State Road 23 from U.S. 17 to State Road 16 (Green Cove Springs)-Daytime lane closures weekdays from 7 a.m. to 5 p.m. for road work.
