Negative Declaration
Niagara County - The City School District of the City of Lockport (Lockport City School District), as lead agency, has determined that the proposed Lockport City School District Capital Improvements Project, 2025 will not have a significant adverse environmental impact. The action involves a proposal by the City School District of the City of Lockport, a/k/a Lockport City School District or Lockport City Schools, (District) to undertake a Capital Improvements Project, 2025 which includes renovations and upgrades at several District buildings, facilities, and sites.
Proposed interior building upgrades include items such as renovations to existing spaces including select classrooms and restrooms at Anna Merritt Elementary School and classroom and former locker rooms / current custodial storage rooms at Emmet Belknap Intermediate School. Other renovations may include various upgrades to ceilings, lighting, flooring, stairs, doors and related hazardous material abatement at various buildings and stage rigging with possible electrical upgrades at Belknap and Aaron Mossell Junior High School.
Building systems improvements may include various HVAC equipment upgrades to failing or defective equipment such as the High School pool dehumidification system and various other equipment such as air handling units, exhaust hoods and fans, steam convectors, and expansion tanks and piping; electrical upgrades including Belknap and Merritt panelboards and High School pool lighting; and various plumbing upgrades. Health and safety improvements may include items such as Charles Upson Elementary School fire alarm system, Belknap building access controls, and air conditioning of the Mossell and Belknap auditoriums and the Belknap music suite to comply with state law to provide cooled spaces for health and safety. Proposed building exterior work includes items such as roof replacements with additional insulation at Belknap, Upson, and Merritt and Belknap cafeteria windows.
Proposed site work includes Belknap driveway and parking area reconstruction and drainage upgrades; playground upgrades at Belknap and Upson; sidewalks, mow strip around building, and possible curb upgrades and bike rack at Upson; and Belknap tennis courts upgrades and ADA access upgrades to Belknap flagpole area.
If funds were available after bids, possible alternate work might include interior renovations to auditoriums and/or libraries at Belknap and/or Mossell.
The project is located at the Lockport High School, 250 Lincoln Avenue; Aaron Mossell Junior High School, 160 Passaic Avenue; Emmet Belknap Intermediate School, 491 High Street; Anna Merritt Elementary School, 389 Green Street; Charles A. Upson Elementary School, 28 Harding Avenue with all locations in the City or Town of Lockport, New York.
