The Commission on Judicial Disabilities and Tenure Announces the Appointment of its Newest Commission Member, Lloyd Liu, Esq.

The District of Columbia Commission on Judicial Disabilities and Tenure (CJDT) announces the appointment of its newest Commission member.

On December 11, 2025, the DC Bar Board of Governors formally appointed Lloyd Liu as one of the Bar's two appointees on the Commission, effective January 2, 2026, replacing the Honorable Diane M. Brenneman (Ret.), who most recently served as the Commission's Vice Chairperson. The Commission is excited to welcome Commissioner Liu, a prominent and active member of the DC legal community. Commissioner Liu is a partner at Bennett, LoCicero & Liu LLP, where he focuses his practice on white-collar criminal defense, government investigations, and complex civil litigation, representing both individuals and companies. As a practicing litigator, he will bring to the Commission firsthand knowledge of the DC courts. Commissioner Liu also served as the Chair of the DC Bar Judicial Evaluation Committee, which oversees and implements the DC Bar's annual judicial evaluation survey, providing the DC legal community the opportunity to anonymously evaluate the judges on the DC Superior Court and the DC Court of Appeals. The evaluations provide important information to the Commission regarding attorneys' assessments of judges' temperament, case management, legal acumen, and fairness - feedback that is critical to the Commission's mission of ensuring an effective and independent judiciary.

Commissioner Liu earned his B.A. from Boston College and his J.D. from Georgetown University Law Center. Thereafter, he clerked for the Honorable Judith Bartnoff of the District of Columbia Superior Court. Currently, Commissioner Liu serves as an Adjunct Professor at the Antonin Scalia Law School at George Mason University, where he teaches White Collar Crime and Pretrial Practice. Additionally, Commissioner Liu serves on the boards of the Asian Pacific American Bar Association of the Greater and the William B. Bryant Inn of Court.

Chairperson Amy Bess and her fellow Commissioners are eager to work with Commissioner Liu on the Commission's important initiatives, and are deeply grateful to Judge Brenneman for her many years of service and leadership on the Commission. Chairperson Bess stated, "While we all knew that Judge Brenneman's shoes on the Commission would be challenging to fill given her vast and varied contributions to the Commission's success, Lloyd Liu's addition to our ranks will ensure that we continue to benefit from the critical perspectives, insight and wisdom of a Commissioner with deep experience with the DC Courts, the Judicial Evaluation process, and the DC legal community. Commissioner Liu also importantly brings to the Commission his expertise in criminal defense and governmental investigations - important skill sets that will enhance the Commission's mission-critical work."

The Commission will soon announce details for a celebratory event to honor the contributions of several recently departed Commissioners and Counsel.
