Commissioner Šuica in Rabat to Reinforce Relations and Cooperation with Morocco

On Thursday 11 September 2025, Commissioner for the Mediterranean, Dubravka Šuica, visited Morocco to strengthen the EU-Morocco bilateral partnership, with a focus on the Pact for the Mediterranean. In Rabat, the Commissioner met with Nasser Bourita, Minister of Foreign Affairs; Nadia Fettah Alaoui, Minister of Economy and Finance; and Ryad Mezzour, Minister of Trade and Industry. She also attended the opening session of the High-level Regional Retreat on the Future of Euro-Mediterranean Relations.

The retreat addressed pivotal topics such as security, migration, climate change, and energy. With participants, Commissioner explored new opportunities for cooperation in mobility, digital technology, and trade. Under the Pact for the Mediterranean and the Global Gateway, efforts will be made to improve the business climate, boost sustainable investment, and deepen trade cooperation between the EU and Morocco.

In her meeting with Minister Bourita, Commissioner discussed Morocco's vital role as a strategic partner for the EU, emphasising its importance in shaping the Pact for the Mediterranean and enhancing regional cooperation.

Discussions with Minister Fettah Alaoui focused on shared priorities, including economic stability, boosting competitiveness, securing value chains, tackling climate change, and job creation.

Talks with Minister Mezzour focused on strengthening EU-Morocco ties in trade and industry, with commitments to sustainable economic growth, mobilising private investment, promoting the green transition, and fostering entrepreneurship. For example, a recent key outcome was the agreement for a €60 million contribution to the Mohammed VI Investment Fund, which promotes private investment with significant economic, social, and environmental impacts. This initiative supports major infrastructure projects in renewable energy, water management, sustainable mobility, and decarbonisation.

It is the first visit of Commissioner Šuica to Morocco in her current mandate, highlighting its strategic importance to the EU.

She stated: "In times of profound geo-strategic and economic uncertainty, closer cooperation is not a choice; it is the way forward. The EU remains a reliable partner to Morocco, united by a shared destiny in our Euro-Mediterranean region. Today's visit to Morocco was an opportunity to reflect on the country's ambition and role in strengthening regional cooperation in the Mediterranean. We had open exchanges about the Pact for the Mediterranean and our future. I return home with a substantial contribution to our Pact, that will be built on joint ownership and co-creation."
