United Republic of Tanzania strengthens maritime security with audit training

The United Republic of Tanzania is strengthening the security of critical infrastructure supporting its port and shipping operations.

Twenty-six participants from key maritime agencies convened in Zanzibar for a five-day National ISPS Code Self-Assessment and Audit Workshop, led by IMO (15 - 19 September).

They were trained to conduct effective port facility security audits, prepare audit reports and follow up on recommendations, in line with the SOLAS Chapter XI-2 and the International Ship and Port Facility Security (ISPS) Code.

While officiating the workshop, Mr. Makame Machano Haji, Deputy Principal Secretary at the Ministry of Infrastructure, Communications and Transport, emphasized that implementing the ISPS Code is an ongoing process requiring regular self-assessment to identify gaps and strengthen compliance.

"Our ports and shipping operations are not just critical infrastructure; they are also vulnerable to new and evolving threats that require continuous attention, capacity building and adaptation to emerging security challenges," he said.

The United Republic of Tanzania is becoming a key gateway for trade in East Africa, and Tanzania's ports play a pivotal role in the movement of goods and regional commerce. During the workshop, IMO commended the country's proactive role in port security, noting that robust implementation of the ISPS Code will safeguard maritime trade, minimize disruptions and build confidence among investors and the shipping industry.

This training forms part of the European Union-funded project on Port Security and Safety of Navigation in Eastern and Southern Africa and the Indian Ocean (Port Security Project) which supports nine participating countries, including the United Republic of Tanzania. Through this programme, IMO assists States to enhance maritime security and safety across the region in line with the 2050 Africa's Integrated Maritime Strategy.

Participants in the workshop included representatives from the Tanzania Shipping Agencies Corporation (TASAC), Tanzania Ports Authority (TPA), Zanzibar Maritime Authority (ZMA), Zanzibar Ports Corporation (ZPC), SHIPCO and the Ministry of Infrastructure, Communications and Transport.
