NBAA Offers Guidance on Planned NAS Changes and Bizav Impact; Webinar Tonight

Washington, DC, Nov. 6, 2025 - The National Business Aviation Association (NBAA) today provided preliminary information regarding the Department of Transportation's (DOT's) planned traffic changes for a host of airports across the country, and what implications the adjustments have for business aviation in the National Airspace System (NAS).

Citing air traffic controller (ATC) shortages amid the prolonged federal government shutdown, the DOT and Federal Aviation Administration (FAA) are planning for flight reductions by as much as 10% at the country's 40 busiest airports, which includes all major airline hubs in the U.S. and most Class B facilities.

Implementation of the plan will reportedly begin Friday, Nov. 7, with traffic reductions potentially amounting to 10% by next week. Business aircraft will be impacted, including potential delays and refusals at certain facilities.

The FAA reportedly intends to issue an order with more details by close of business today. NBAA is tentatively scheduling a News Hour webinar this evening, "Making Sense of NAS Impacts Amid the Government Shutdown," to take place within an hour of the FAA issuing its order. "As we navigate this unique moment, our focus remains on ensuring safety of flight throughout our National Airspace System and equitable treatment for business aviation operations," said NBAA President and CEO Ed Bolen.

The association has also joined with other stakeholders in the Modern Skies coalition in calling on Congress to end the shutdown without delay, noting that the shutdown, "has strained the aviation system and its dedicated workforce to unacceptable levels of stress and disruption."
