91% of households had Internet access in 2025

ANACOM has published the report "The Electronic Communications Consumerhttps://www.anacom.pt/render.jsp?contentId=1829970" in Portugal for 2025, which profiles residential consumers, business users, and those who do not use electronic communications services.

In 2025, the vast majority of Portuguese households reported having some kind of fixed electronic communications service (93.2%), according to data from the Survey on the Use of Information and Communication Technologies by Households1, which measures users' perceptions of access to electronic communications services.

The most widely used service was subscription TV signal distribution (STV, 89.4%), followed by fixed Internet access (fixed IAS, 85.3%).The fixed telephone service (FTS) had the lowest penetration rate (75.0%) and more than half of the households with access to this service said they did not use it (62.8%)2. Mobile broadband (MBB) was used by 55.8% of households on mobile phones or PCs/ tablets/pens/routers. Mobile phone services were used by 97.6% of the population.

Internet access services (fixed or mobile) were used by 91.1% of households, 0.5 p.p. more than last year and 3.8 p.p. more since 2021. From an individual perspective, some 89.5% of the population reported having used the Internet in the three months prior to the interview (1.0 p.p. more than last year). Meanwhile, 9.6% of people had never used the Internet.

The most common combination of services used by households (not necessarily as a bundle) was FTS, fixed broadband (FBB), STV and MBB (42.8%), followed by the three fixed services FTS+FBB+STV (25.7%). Compared with the previous year, the most commonly used combination of services increased by 3.8 p.p., as did the number of service combinations excluding FTS: FBB + MBB + STV (up 1.9 p.p.), FBB + STV (up 0.2 p.p.) and STV alone (up 0.2 p.p.). Use of the three-service bundle fell by 5.1 p.p. compared with the previous year.

In 2025, 87.1% of households reported having bundled offers, 0.5 p.p. more than the previous year.

STV was the service most frequently subscribed to in bundled offers (94.9% of households with bundled services), followed by FBB (91.7%) and FTS (79.6%).

The inclusion of mobile services in bundled offers is becoming increasingly common. Some 79.4% of households with a service bundle reported that it included Mobile Telephone Service (MTS), while 76.1% reported Internet access via mobile phone and 11.2% reported Mobile Broadband (MBB) via PC, tablet, pen or router.

Portugal has been closing the gap on the EU27's average Internet penetration rate; in 2025, it was 3.7 p.p. below the average and ranked 24th.

On the other hand, Portugal ranked 3rd in the EU27 for access to fixed-line telephone services, behind only Greece and Malta. Meanwhile, the penetration rate of bundled offers among households placed Portugal 1st in the EU27.

Greater Lisbon, the Setubal Peninsula and the Autonomous Regions of the Azores and Madeira recorded a higher proportion of households with access to fixed electronic communications services and bundled services. In the particular case of STV and bundled services, the penetration rate in these regions was above 90%. For fixed IAS, the penetration rate in these regions was between 88% and 90% and for FTS between 79% and 84%.

Individuals who are younger, better educated, employed or a student and have a higher income tend to report higher penetration of electronic communication services.

In terms of non-use of electronic communications services, the most frequently reported reason for households not having FTS at home was mostly fixed/mobile substitution: «using a mobile phone» (77.8%).

Non-use of STV is mainly due to financial reasons (31.6% said it was «too expensive») and, increasingly, because the service is not useful (33.9% said that «free channels are enough» and 19.4% said that «they don't have time or don't have the habit of watching TV»).

The main reason for households not having access to the Internet was related to digital literacy: «not knowing how to use it» (41.4%), followed by reasons relating to the usefulness of the service (19.8%) and financial reasons linked to the high cost of access and equipment (12.3% and 10.0%, respectively).

In 2025, the penetration rate of IAS (fixed and mobile) among companies with 10 or more employees was 98.8%, according to the European Commission (EC). This figure is based on the sample survey "Information and Communication Technologies Usage in Enterprises". If FBB penetration is considered alone, the rate reached 96.4% (1.4 p.p. above the EU27 average). Portugal's FBB penetration rate was above the EU27 average for most enterprise sizes and sectors of activity, particularly in the «Transport» sector.

With regard to MBB, data for 2024 show that around 73.1% of micro-enterprises and 89.5% of enterprises with 10 or more employees provided their workers with portable devices enabling a mobile Internet connection for professional purposes. Over the last four years, micro-enterprises have seen a 24.5 p.p. increase in the penetration rate of MBB and companies with 10 or more employees have seen a 22.4 p.p. increase.
