On December 19, 2025, New Mexico released its state Climate Action Plan, a landmark report outlining the state's roadmap to reduce climate pollution 45% by 2030 and achieve net-zero emissions by 2050, as directed by Governor Michelle Lujan Grisham in Executive Order 2019-003. The plan was developed over the course of a year, led by the New Mexico Environment Department (NMED) and the Energy, Minerals, and Natural Resources Department (EMNRD), in collaboration with state agencies, local governments, Tribal nations, residents, community organizations, industry representatives, and subject matter experts.
The plan identifies 45 different measures to achieve the state's emissions reduction targets. It is guided by two key methodologies: scientific research and iterative community-responsive engagement and uses five criteria to shape its actions: the scale of emissions reductions, feasibility of implementation, cost and funding availability, transformative impact, and alignment with community values. Each action was evaluated for health benefits, agency costs, workforce needs, implementation authority and timelines, impacts to low-income and disadvantaged communities, projected greenhouse gas emissions reductions, and funding opportunities, including from state innovation and equitable transition opportunities.
NMED and EMNRD plan to monitor outcomes closely and update the Climate Action Plan as needed.
