ADB Safegate, Airtel ATN, Collins Aerospace, IFATSEA, and Tern Systems are the latest organisations to sign the joint statement supporting a shift to a new service delivery model for air traffic management (ATM) in Europe. The announcement was made at Airspace World 2025 in Lisbon on 13 May 2025, underscoring growing industry commitment to delivering a Digital European Sky.
The new service delivery model-based on a data-driven, cloud-based, service-oriented architecture (SOA)-is a key transformation lever of the European ATM Master Plan. It promises to unlock greater flexibility, resilience and scalability, making the aviation system more adaptable to change and able to integrate new services rapidly. Crucially, it will enable the decoupling of infrastructure from services, fostering openness, interoperability and greater innovation through the adoption of modular, multi-vendor solutions.

This latest wave of endorsements builds on the joint statement first launched in 2024, when CEOs of the A6 Alliance of air navigation service providers-COOPANS, DFS, DSNA, ENAIRE, ENAV, NATS, PANSA, and Skyguide-joined forces with leading ATM technology providers Frequentis, Indra, Leonardo, and Thales.
In early 2025, additional support came from air navigation service providers LVNL (Netherlands), Oro Navigacija (Lithuania), Avinor (Norway), EUROCONTROL, and professional association IFATCA.
The shared vision outlined in the joint statement aims to:
Lay the groundwork for future regulation and innovation by aligning ATM service delivery with practices from other safety-critical sectors. Stakeholders are committed to working together under the SESAR umbrella to make this transition a reality, while calling for the legal, regulatory, financial and standardisation frameworks needed to support the move.
