Funding for Human Rights Defenders Stagnates Despite Rising Global Threats, New Analysis Shows

ProtectDefenders.eu publishes updated financial study for 2021-2023, highlighting persistent underfunding and regional disparities

Brussels , 4 November 2025- ProtectDefenders.eu today launched its Updated Financial Analysis: The Landscape of Public International Funding for Human Rights Defenders (2021-2023), offering the most up-to-date insight into the scale, distribution, and trends of public funding for human rights defenders (HRDs).

While donors contributed USD 612 million to HRDs between 2021 and 2023-a notable increase in absolute terms-funding has fallen as a share of overall Official Development Assistance (ODA) to 0.10%, maintaining HRDs' marginal position within global aid priorities. Projections show that if current trends continue, public resources for HRDs will reach only USD 500 million per year by 2040, far below what is needed to protect defenders in an increasingly hostile environment.

Key findings include:

  • International NGOs received the bulk of funding (79-84%), with local NGOs receiving 16-21% directly, and roughly half of all funding ultimately reaching local actors.
  • Unspecified or global grants dominate, limiting targeted support to critical regions.
  • Regional funding disparities persist: support for the MENA region has decreased steadily since 2017, and support for Asia since 2019.
  • Thematic allocations show that while 56% of ODA was not tied to specific rights, the remainder prioritised women's rights, freedom of expression and association, environmental, land and indigenous rights, and LGBTIQ+ rights.
  • HRD protection remains a priority, representing one-third of overall funding, with 30% allocated to temporary relocation programs. Organizational strengthening and advocacy for improved state protection also saw increased support, while support for victims of violations remains lowest.

Political commitments must translate into adequate funding to ensure their safety, resilience, and ability to continue their vital work," said Gerald Staberock, Chair of the Board of ProtectDefenders.eu and Secretary-General of the OMCT. "This report provides a clear roadmap for donors, INGOs, and policymakers to align resources with the urgent needs of HRDs on the ground."

The study highlights the need for long-term, flexible, and strategic funding, targeting local actors and hard-to-reach regions, and ensuring that donor commitments are matched by political and financial support.
