The Software & Information Industry Association (SIIA) submitted comments to NIST regarding its proposed Internal Report 8588 on creating a community-driven registry of differential privacy deployments. SIIA supports differential privacy as an important privacy-enhancing approach but raises concerns about aspects of the proposed registry structure, particularly around community-sourced submissions, terminology, and regulatory implications.
SIIA recommends limiting registry submissions to implementers, adopting neutral documentation terminology, and adding strong disclaimers to prevent the registry from functioning as a de facto regulatory mechanism. The association urges NIST to ensure that the registry encourages adoption of differential privacy rather than deterring it through unintended liability, reputational, or enforcement risks.
