PHILADELPHIA - The Parker Administration launched the Philadelphia Free Business Tax Preparation Program today, offering free business tax preparation assistance -local, state, and federal-to small businesses earning less than $250,000 in revenue. Services will be available in multiple languages both virtually and in person. This program is administered by the Department of Commerce.
"We have taken bold steps to make Philadelphia more business-friendly by streamlining business processes, broadening access to capital, and advancing access to economic opportunity for all," said Mayor Cherelle L. Parker."From revamping the Mayor's Business Action Team to launching the Philadelphia Small Business Catalyst Fund, the Administration has been strengthening our support of local businesses. In 2026, the momentum continues by helping businesses navigate changes to the City's tax structure through the launch of our Philadelphia Free Business Tax Preparation Program. When our small businesses succeed, our neighborhoods and our city succeed too."

Our team is dedicated to the success of businesses by working closely with our partners to help small businesses access free tax preparation assistance, be tax-compliant, and gain access to the resources they need to operate with more ease."
In Fiscal Year 2026 budget, the Parker Administration set aside nearly $40 million to expand the business programs and initiatives offered by the Department of Commerce as outlined below:
"Taxes are due April 15, 2026. Businesses are encouraged to prepare now and apply for the Department of Commerce's Philadelphia Free Business Tax Preparation Program," said Kathleen McColgan, Commissioner, Department of Revenue."To help businesses understand the changes to the City's tax structure and learn about available resources, we partnered with the Department of Commerce to host information sessions in zip codes across the city. Since June 2025, we have reached thousands of businesses as well as partner organizations through virtual and in-person tax workshops to provide support and educate taxpayers."
The Philadelphia Free Business Tax Preparation Programlaunched with 19 tax professionals that have been vetted and selected to support small businesses that complete the application process:
These tax professionals will provide free business tax assistance collectively in English, Ukraininan, Mandarin, Cantonese, Russian, Spanish, Japanese, Italian, French, Laoatian, Korean, Vietnamese, Arabic. Language availability for tax assistance through the program varies by tax professional.
The Department of Commerce is actively seeking additional tax professionals citywide, with a focus on expanding capacity in Council Districts 6 and 9. Tax professionals offering bilingual services, especially in Haitian Creole, Khmer and Portuguese, are encouraged to apply.
Proposals must be submitted hereby January 27, 2026.
Businesses can apply nowand throughout tax season. Eligible businesses can contact the program manager by emailing [email protected] or the Mayor's Business Action Team(MBAT) by calling (215) 683-2100 if any questions. MBAT provides personalized assistance to business owners in multiple languages for all aspects of doing business, including application support.
