Beginning May 18th, the Francisco Blvd. E. Mid-Block Project is resuming to complete the remaining work.
Construction for this project originally began on September 15, 2025. On December 15, 2025, the new HAWK (High-Intensity Activated Crosswalk) and pedestrian refuge island on Grand Avenue, between Second Street and Francisco Boulevard East, were installed and are fully operational.
The project was temporarily paused due to weather conditions, as slurry sealing requires warmer temperatures and was therefore postponed to Spring 2026. Construction is anticipated to be completed by June 2026.
The remaining work includes crack sealing, slurry sealing, and installation of permanent thermoplastic striping.
The primary anticipated construction impact will be traffic delays.
One side of the roadway will be closed while the slurry seal is applied and allowed to cure, after which the process will be repeated on the opposite lane.
Curing time depends on the temperature and cloud coverage; it could range from 2-5 hours to dry. During this time, traffic control will maintain a single lane open for both directions, with flaggers managing traffic flow.
