The San Rafael Planning Commission will hold a public hearing to consider a proposed new residential development at 4040 Civic Center Drive, located near the 101 N Freitas Parkway Exit.

Project Overview
The proposed project is a redevelopment of an office complex site that consists of an existing office, and two existing garage buildings, located at 4040 Civic Center Drive, San Rafael.
The project proposes to demolish the existing North Garage and build 130 residential apartments and amenities (Building 1) on the existing footprint of garage structure. The existing office building (Building 2) will be converted into 108 residential apartments and amenities. The existing South Garage (Building 3) will remain to provide parking for apartment residents and overflow parking. The application includes a Density Bonus request under the State Density Bonus Law, including requests for waivers related to hillside development, maximum building height, lot coverage, front setback, and building plane-breaks. A reduced parking ratio is also requested.
