Every year, League City honors two citizen volunteers who dedicate their time, energy, and expertise to making our community a better place. These men and women give countless hours to League City by working side-by-side with City staff in various departments. The two volunteers are presented with awards that are named after two men who dedicated their lives volunteering for League City-Art Hewitt and Steve Jones. Congratulations to the 2025 winners.
Bill Dorsey
League City Police Department volunteer Bill Dorsey is the recipient of the 2025 Art Hewitt Volunteer Spirit Award. Bill has been a member of LCPD's Volunteers in Policing Program-also known as VIPS-since 2016 and has logged over 5,000 volunteer hours. Bill holds the highest VIP certification of "Master VIP" and is a VIP Field Trainer and has been the Program Operations Coordinator for a year, a role he took on after a VIPS member unexpectedly passed away. He also maintains the Volunteer in Policing patrol cars along with other police equipment. As a volunteer, he works alongside LCPD's Community Outreach Division, where he plays a major role in coordinating the bi-annual Drug Take Back, the annual charity golf tournament, and the City's July 3rd celebration. During these events, Bill schedules and manages the VIPS, as well as works alongside them. Even though he is a volunteer, Bill takes pride in the numerous tasks and responsibilities he is given. He is the first to show up and the last to go home and has become an invaluable member of the LCPD family.

Linnet Thomas
Helen Hall Library volunteer Linnet Thomas is the recipient of the 2025 Steve Jones Inspiration Award. For more than two decades, Linnet has given her time, energy, and her heart in service to the City of League City and the Helen Hall Library. Week after week, she can be found carefully tending to the adult collection, ensuring the shelves stay welcoming and accessible to all. With thoughtful dedication, Linnet approaches her volunteer role not simply as a task, but as a vital contribution to the library's mission. Thanks to her care and commitment, the library's collections remain organized, accessible, and welcoming-ensuring community members can find exactly what they need. Linete embodies the true spirit of volunteerism, and much like Steve Jones, she has demonstrated that one person's consistent, thoughtful efforts can transform a community, despite the individual challenges they face every day in their own lives. Her quiet dedication shows that even the smallest acts of service carry the power to create a lasting impact.
