Seminar on Rights-Based Border Screening in the EU Pact Context

The Frontex Consultative Forum on Fundamental Rights held a seminar titled "Ensuring fundamental rights compliant screening in the context of the implementation of the EU Migration and Asylum Pact". The event was hosted in Venice, Italy, by the Global Campus of Human Rights.

The seminar brought together experts from international organisations, national human rights institutions, the Consultative Forum, EU institutions, Member States, and Frontex to examine how the new EU Screening Regulation is being applied in practice. Discussions focused on key rights-based safeguards, such as early vulnerability assessments and effective monitoring mechanisms, and explored practical ways to strengthen these safeguards in operational settings.

The seminar highlighted the need to ensure that screening procedures protect the rights of all individuals arriving at EU borders, particularly those in vulnerable situations. As Member States and Frontex prepare for the full application of the Screening Regulation in June 2026, the Agency plays a key role in supporting national authorities through guidance, operational coordination, and the development of practical tools to help turn legal safeguards into day-to-day practice.

The Consultative Forum, established to advise Frontex on fundamental rights matters, brings together a broad range of actors, including UN bodies, civil society organisations, and EU agencies. It plays a critical role in strengthening transparency and rights compliance in Frontex's work. This seminar reflects the Forum's ongoing efforts to promote meaningful dialogue, raise concerns, and identify workable solutions for rights-based border management.
