CBAM call for tender to establish the Common Central Platform (CCP)

The call will be open until 20 March 2026.

By 31 August 2026, the Contractor must have developed a pre-operational version of the CCP, incorporating all core functionalities necessary to support sales, repurchase and reconciliation operations, and ready for testing. From 1 February 2027, the CCP must ensure full operational readiness and start of operations.

Background

As part of the European Green Deal, under the Carbon Border Adjustment Mechanism (CBAM), Member States will start selling CBAM certificates to businesses in order to cover the embedded emissions in the imported goods from 1 February 2027. The CBAM certificates will be key to ensure a level playing field between EU and non-EU producers of carbon intensive goods, addressing the risk of carbon leakage. CBAM certificates will be sold through a dedicated payment system known as the Common Central Platform (CCP).

Following one year of intensive collaboration, all 27 Member States and the European Commission signed a Joint Procurement Agreement on 15 December 2025 for the procurement of the CCP.

All EU Member States have now been successfully onboarded and are collectively advancing the rollout of the Joint Procurement documentation. The call for tender to procure the CCP has been published in the Official Journal on 11 February 2026 at this link.

Interested economic operators are warmly invited to participate in the call for tender and to submit their offers by 20 March 2026 at 12:00:59 (UTC+01:00) Central European Time.
