Longtime City of Gainesville Public Works leader Phil Mann has been named one of the American Public Works Association's (APWA) 2026 Top Ten Public Works Leaders of the Year, a national honor recognizing excellence in public service and infrastructure leadership.
Mann, a professional engineer with nearly four decades of service to Gainesville, is among an elite group of honorees nationwide to receive this lifetime achievement award. Since the program began in 1960, recipients have represented the highest standards in public works leadership and community impact.
The recognition will be formally presented during the Gainesville City Commission meeting on Thursday, May 21, as part of National Public Works Week, observed this year from May 18-24.
"Public works is about serving people in ways they may not always see but rely on every day," Mann said. "I've been fortunate to work alongside dedicated professionals across this organization and community who care deeply about doing the job right. This recognition reflects that shared commitment to keeping Gainesville safe, connected and resilient."
Mann began his career with the City of Gainesville in 1987 as an entry-level engineer and rose through the ranks to serve as Public Works Director before moving into the City Manager's Office, where he now coordinates emergency management and capital projects. His work has helped shape some of Gainesville's most recognizable infrastructure and public space projects, including Depot Park and Sweetwater Wetlands Park, while advancing major innovations in traffic management and emergency response coordination.
At the national level, Mann has played a significant role in advancing the public works profession through the American Public Works Association and the U.S. Department of Homeland Security, contributing to emergency management policy, communications systems and training efforts that support communities across the country.
"Phil represents the very best of public service," said Gainesville Mayor Harvey L. Ward. "His career reflects not only technical expertise, but a deep commitment to collaboration, mentorship and doing the work that keeps a city running, especially in moments when it matters most. This recognition is well-deserved and speaks to his impact both here in Gainesville and across the country."
Throughout his career, Mann has been recognized for integrating public works into emergency management operations, helping establish coordinated response teams with police, fire and utility partners to respond more effectively during disasters. He is also known for mentoring emerging leaders and supporting workforce development programs that create pathways into public service.
The top ten honorees are recognized nationally in the May issue of the APWA Reporter and also at an awards ceremony in Houston, Texas.
An APWA representative is expected to attend the May 21 City Commission meeting to present Mann with his honor.
