The Citizens Police Oversight Commission (CPOC) is proud to announce the appointment of Miguel Garces as its new Director of Data Analytics and Accountability Insights for the City of Philadelphia. Garces brings more than 15 years of experience in data integration, technical development, and civic leadership-expertise that will strengthen CPOC's mission to advance transparency, accountability, and community trust in policing.
A seasoned data strategist, Garces specializes in expanding the capacity of government information systems to deliver the data needed to drive operational improvements and public accountability. In his new role, he will lead CPOC's data strategy, oversee the development of analytics that inform investigations and policy recommendations, and guide the agency's long-term plans for measuring police performance and community impact.
Garces has a long and distinguished career in public service within the City of Philadelphia. He has held key data-focused roles across several departments, including the Mayor's Office of Education, the Department of Revenue, and the Office of Innovation and Technology. His work has spanned a wide range of civic priorities-from identifying community needs and analyzing the impact of tax structures on neighborhoods to evaluating government procurement practices and their effects on local businesses.
Most recently, Garces oversaw data conversion, warehousing, and reporting for the City's modernization of its finance and procurement systems-one of Philadelphia's most significant enterprise technology upgrades in recent years.
Prior to joining the City, he served as a Senior Modeler for Lustick Consulting, where he developed agent-based models of political instability and co-authored papers published in academic journals.
Garces's commitment to public service extends beyond his technical work. He has been a longtime civic leader in Philadelphia, serving for seven years as President of East Point Breeze Neighbors and as a member of the 17th Police District Advisory Board from 2016 to 2022. He currently serves as Vice President of Internal Affairs for the Greater Philadelphia Community Alliance, a nonprofit dedicated to breaking the cycle of generational poverty.
Garces holds a Bachelor of Arts in Political Science from the University of Pennsylvania.
