Package of measures to combat telephone and internet fraud

The federal law is aimed at comprehensive improvement of measures to counter unlawful activities using information and communication technologies (ICT).

Specifically, the federal law stipulates that, for the protection from fraudulent telephone calls, individuals may have the right to prohibit telephone calls on their communication devices initiated from foreign telephone and mobile networks, with numerical codes attributed to such foreign networks. Furthermore, telephone and mobile operators are vested with a corresponding responsibility to deliver data on such calls being initiated to the network user's communication device and cease traffic transmission to the network if the user has prohibited such operations.

Other measures concern transfer of a mobile number to a minor family member; opportunities for individuals who believe they were targeted by unlawful activity involving ICT to report such activity using the Gosuslugi integrated public and municipal services portal, to the State Information System on Countering Unlawful Activity Involving ICT; establishment of a database of user device identifiers; restriction of payment cards that may be provided to an individual by a money transfer operator to 20; and establishment of the Unified Payment Card Registry.

Additionally, the federal law regulates cooperation between mobile networks and money transfer operators for the purpose of preventing unlawful activity using ICT, through the State Information System on Countering Unlawful Activity Involving ICT, and determines cases when the affected individual will be compensated for the amount of the money transferred by the mobile network operator or the money transfer operator if such transfer was not authorised by the client or was authorised under a deceitful pretext or through abuse of trust.
