Mikhail Mishustin: Good afternoon, colleagues.
Mr Pham Minh Chinh, I warmly welcome you, to the Government House of the Russian Federation.
First of all, I would like to ask you to convey our warm greetings and best wishes to the General Secretary of the Central Committee of the Communist Party of Vietnam, Comrade To Lam, and to the President of Vietnam, Comrade Luong Kuong.
I recall with great warmth my meetings with them during my visit to Hanoi in January 2025.
I would also like to take this opportunity to congratulate you and all our Vietnamese friends on the successful holding of the 14th Congress of the Communist Party of Vietnam, as well as on the recent elections to the National Assembly. The Party's highest forum approved strategic objectives aimed at accelerating Vietnam's socio-economic development. I am confident that these goals will be achieved.
We deeply value the friendly relations between Russia and Vietnam, built on the principles of a comprehensive strategic partnership, mutual respect and due regard for each other's interests.
At the government level, we are ensuring the effective implementation of the agreements reached at the highest level. We have already begun implementing the Comprehensive Plan of Russia-Vietnam Cooperation until 2030, which, as a reminder, was approved in Hanoi in January 2025.
We attach particular importance to expanding trade and economic cooperation. We propose continuing joint efforts to increase bilateral trade and to diversify its structure.
We also see it as a shared priority to create favourable conditions for the growth of mutual investment and the launch of new projects in industry, energy, transport infrastructure, agriculture and many other areas.
Following today's talks, an intergovernmental agreement will be signed on the construction of the first nuclear power plant in Vietnam. The creation of a nuclear facility will provide a strong impetus for cooperation in related fields, including high technology and both fundamental and applied research. I am confident that this project will become a new symbol of Russian-Vietnamese friendship.
In the oil and gas sector, building on intergovernmental agreements, Zarubezhneft and PetroVietnam have signed agreements that will allow us to move to the practical implementation of field development projects in both Russia and Vietnam.
We place special emphasis on strengthening humanitarian ties. The Days of Russian Culture are currently being held in Vietnam. We are very pleased that many generations of Vietnamese people know and appreciate Russian culture and the arts.
Vietnamese resorts are very popular among Russian tourists, and we will continue to create favourable conditions for further growth in mutual tourist flows.
Comrade Pham Minh Chinh, I am ready to discuss the most pressing issues on the Russian-Vietnamese agenda with you. I am pleased to give you the floor.

Colleagues, I sincerely appreciate your kind words. Please, accept greetings from Vietnam's highest leadership, including General Secretary To Lam, and please, also convey them to President Putin. Thank you for your time and for the gracious welcome extended to us.
This demonstrates the excellent relations we enjoy. We have truly felt your warmth and hospitality. Throughout Vietnam's development - during our struggle for liberation and independence, and in the present day - we have consistently experienced Russia's support. We remain deeply grateful to the Russian people and to successive generations of Russian leadership for their invaluable assistance.
My visit to Russia is intended to build upon and further develop the outcomes of the recent meetings and telephone conversations between General Secretary To Lam and President Putin.
We would like to reaffirm and strengthen the comprehensive partnership between our nations for the benefit of our peoples, and in the interest of stability, peace, and prosperity both regionally and globally.
On behalf of the entire delegation, I would like to express our sincere gratitude for the warm welcome and genuine hospitality. We feel truly at home here - a feeling made all the more pleasant by the fine weather.
Vietnam consistently supports a stable and strong Russia that continues to play an increasingly important role in regional and global affairs.
We congratulate Russia under the leadership of President Putin. Thanks to your personal leadership and the effective work of the Government, Russia has achieved solid results and maintained stability.
Russia's flexible yet consistent foreign policy in recent years has contributed to stabilising the situation and strengthening its position on the international stage.
As we know, the traditionally friendly relations and comprehensive strategic partnership between our countries have continued to develop positively.
The exchange of high-level visits, including General Secretary To Lam's visit to Russia last May, your visit to Vietnam in January, and my current visit on behalf of the Government of Vietnam, represents a significant achievement and serves as a strong driver for further expanding and deepening our cooperation. Together, we aim to elevate our relations to new heights in the interests of stability, peace, and prosperity in the region and the world.
Once again, on behalf of the leadership of the Communist Party and the Government of Vietnam, I extend my sincere thanks for your warm welcome and for your congratulations on the successful holding of the 14th Communist Party Congress, as well as on the successful elections. We are pleased to note that, despite objective challenges, relations between our countries continue to be characterised by sincerity, friendship, and the genuine warmth of our peoples. We stand ready to move forward together, and this commitment remains strong. It is a shared and invaluable asset for both our nations.
