The City of San Rafael has issued a Notice of Preparation (NOP) for an Environmental Impact Report (EIR) related to the proposed Kaiser Hospital Modernization and Replacement Project at 99 Montecillo Rd. As the Lead Agency under the California Environmental Quality Act (CEQA), the City determined that the project could result in potentially significant environmental impacts, requiring a comprehensive environmental review process. The EIR will evaluate potential impacts associated with the project, as well as alternatives and mitigation measures that could reduce environmental effects.
The City is inviting comments from public agencies, organizations, and community members regarding the scope and content of the EIR. Written comments must be submitted no later than 5:00 p.m. on May 29, 2026. Community members who provide comments will automatically be added to the City's mailing list for future project updates and environmental review notices.
A public scoping session will be held on Tuesday, May 12, 2026, at 7:00 p.m at the City Hall Council Chambers at 1400 Fifth Ave, San Rafael at the regularly scheduled Planning Commission meeting. The meeting will be available for both in-person attendance and public viewing via Zoom. The City encourages interested stakeholders and residents to participate in the environmental review process and provide input on issues that should be studied in the EIR.
