Premier Responds to CMS Request for Information on Digital Quality Measures

CMS is seeking comments on digital quality measures (dQM) through its consensus-based entity, Partnership for Quality Measurement. The six-question survey seeks input on the impact of dQMs on the wider healthcare community, including providers, payers, measure developers and measure stewards.

In its response to the RFI, Premier highlighted both the promise and challenges of dQMs. Premier emphasized that dQMs can improve outcomes, efficiency and data quality while supporting value-based care, but cautioned that resource gaps, technical complexity and information blocking could hinder adoption - especially for smaller or rural providers. Premier urged CMS to allow more time for implementation, invest in testing tools and education, and ensure consistent standards to avoid widening disparities and unintended consequences in participation.
