WASHINGTON - U.S. Senator Jerry Moran (R-Kan.) - chairman of the Senate Appropriations Subcommittee on Commerce, Justice, Science and Related Agencies (CJS) - today released the following statement after the Senate voted 82 to 15 to pass his FY2026 Commerce, Justice and Science Appropriations bill as part of a three-bill appropriations package:
"This appropriations package provides critical funding for our nation's federal law enforcement and for many of our nation's federal agencies that conduct important scientific research, bolster economic growth and promote U.S. national security. As Chairman of the Appropriations Subcommittee, I worked to make certain this appropriations bill strengthens the programs that are important to Kansas - support for local law enforcement to combat violent crime and disrupt fentanyl trafficking, investments to bolster economic growth and resources to provide critical 24/7 weather coverage - while also taking steps to make reductions in spending so taxpayer dollars are being spent wisely. I appreciate the support from my colleagues to fund critical programs that strengthen our nation's federal law enforcement, invest in NASA's Artemis program, support scientific research and improve our economic competitiveness."
The three-bill package includes the FY2026 Appropriations Bills for Commerce, Justice and Science; Energy and Water Development; and Interior and Environment. The funding package passed the U.S. House of Representatives with a vote of 397 to 28 and now heads to the President's desk. The CJS bill reduces spending by nearly $500 million compared to last year's spending levels.
Sen. Moran spoke on the Senate floor before the legislation's passage in the Senate, highlighting the critical programs funded through the legislation, emphasizing the fiscal responsibility of the bill and urging his colleagues to support final passage.

Federal investments from Sen. Moran's Commerce, Justice and Science bill will go toward:

Department of Commerce's International Trade Administration to promote exports from small- and medium-sized businesses.

Department of Commerce's Bureau of Industry and Security to enforce export controls and protect sensitive technologies from falling into the hands of foreign adversaries.

Office of the United States Trade Representative (USTR) to ensure adequate staffing in trade negotiations.

Bureau of the Census to support the bureau's efforts to begin preparations for the 2030 Decennial Census.

National Institute of Standards and Technology (NIST) to help maintain U.S. leadership in cutting-edge fields such as quantum information science and artificial intelligence.

National Oceanic and Atmospheric Administration (NOAA) to improve weather forecasting and early warning systems that protect lives and property and to promote the timely replacement of aging weather satellites.

U.S. Marshals Services to support efforts to apprehend and detain violent fugitives and criminal aliens.

Drug Enforcement Administration (DEA) to support efforts to disrupt and dismantle the Mexican cartels that are flooding the U.S. with fentanyl.

U.S. Attorneys' Offices to support efforts to bring, indict, convict and incarcerate violent criminals and drug trafficking organizations.

Office of Justice Programs that support police and sheriff departments such as Byrne Justice Assistance Grants, Comprehensive Addiction and Recovery Act programs, and DNA and forensics-related activities.

Community Oriented Policing Services (COPS) Office Programs, such as the COPS Hiring Program, Regional Information Sharing Services, and Anti-Methamphetamine and Anti-Heroin Task Forces.

National Aeronautics and Space Administration (NASA) for exploration activities, including to return U.S. astronauts to the lunar surface and eventually Mars, and for NASA science to study the Earth from satellites while also investigating the deepest parts of space from Earth launched telescopes and probes.

National Science Foundation (NSF) to sustain U.S. leadership in scientific discovery, including continued investments in quantum information science, artificial intelligence, Regional Innovation Engines and critical research facilities.

Veterans Treatment Courts to equip veterans with specialized support services and accountability tailored to their military experience, including federal resources to establish a National Center for Veterans Justice.
