The Provincial Comprehensive Development Plan-Technical Assessment Committee (CDP-TAC) passed separate resolutions on Thursday, October 9, 2025, recommending the amendment of the Comprehensive Development Plans (CDPs) of the Municipalities of San Enrique and Valladolid.
Both local government units presented their respective development plans for review and assessment by the committee, which in turn endorsed the incorporation of Disaster Risk Reduction-Climate Change Adaptation (DRR-CCA), Gender and Development (GAD), and other relevant data and information into their plans.
The resolutions will be forwarded to the Sangguniang Panlalawigan and the concerned municipalities for appropriate action.
Chaired by Provincial Planning and Development Office (PPDO) Officer-in-Charge Benja Lucasan, the CDP-TAC is composed of representatives from provincial and national government agencies, as well as civil society organizations, with the PPDO serving as its secretariat.
The Comprehensive Development Plan (CDP) serves as a long-term, multi-sectoral framework that outlines an LGU's vision, goals, objectives, and development strategies. It includes relevant and responsive priority programs, projects, and activities designed to promote growth and improve community well-being.
Among the plan's major components is the Ecological Profile, which provides an analysis of the locality's geographical and environmental situation. The CDP focuses on five key sectors: Social Development, Economic Development, Infrastructure Development, Environmental Management, and Institutional Development/Administration.
During the plenary, committee members provided specific findings, recommendations, and suggestions to further enhance the plans.
Elenita Amen and Angela Hereda, both Municipal Planning and Development Office (MPDO) personnel of San Enrique and Valladolid, respectively, presented their LGUs' plans.
Fourth District Board Member and Chairperson of the Committee on Public Works and Land Use, Paula Alonso-Valderrama, who attended the presentation of San Enrique's plan, commended the efforts of the team in formulating their CDP. She also expressed appreciation to the CDP-TAC members for their valuable inputs and recommendations.
Earlier this week, CDP-TAC members attended a reorientation on the CDP assessment process and a refresher on the parameters of review to reinforce their knowledge and skills. The activity, organized by the PPDO, featured Moizzi Lacida of the DILG Provincial Office as resource person.*
