Board of Supervisors Meeting Recap for March 10, 2026

The Kern County Board of Supervisors met today as scheduled for Tuesday's March 10, 2026, Board Meeting. Chairman Phillip Peters (District 1), Supervisor Chris Parlier (District 2), Supervisor Jeff Flores (District 3), and Supervisor Leticia Perez (District 5) were in attendance. Meeting Highlights:

Item No. 1 AM session:

The Board adopted a Resolution honoring Todd Irvine, Department of Human Services, upon his retirement with 25 years of dedicated service to the County of Kern.

Item No. 2 AM session:

The Board adopted a Resolution honoring Senior Youth Services Officer James Hall, Probation Department, upon his retirement with 26 years of dedicated service to the County of Kern.

The Board adopted a Resolution Charles McCartney, Behavioral Health and Recovery Services, upon his retirement with 31 years of dedicated service to the County of Kern.

The Board adopted a Resolution honoring Daniel Allbee, Department of Human Services, upon his retirement with 26 years of dedicated service to the County of Kern.

Board Member announcements or reports:
Chairman invited Hard Rock Casino Tejon President Chris Kelly to present Hard Rock guitars to Kern County Fire Chief Aaron Duncan and Kern County Sheriff Donny Youngblood for providing safety services in the community. You can watch the presentation HERE.

Item No. 13 AM session:

The Board approved Resolutions from City of California City requesting the Elections Official to consolidate their Municipal Election with Statewide Direct Primary Election to be held on June 2, 2026, and authorized the Elections Division to conduct the election as requested.

Item No. 14 AM session:

The Board approved Resolutions from City of Ridgecrest requesting the Elections Official to consolidate a General Municipal Election for Measures with Statewide Direct Primary Election to be held on June 2, 2026, and authorized the Elections Division to conduct the election as requested.

Item No. 30 AM session:

The Board heard a report on the results of the 2025 Kern County Cares Canned Food Drive benefiting the Golden Empire Gleaners. Dedicated County employees across 26 departments, along with participants in the "Scramble for Food" gold tournament, exceeded the goal by raising $42,892.60 and collecting 231,172 pounds of food.

The Board proclaimed March 16 - 20, 2026, National Surveyors' Week in Kern County.

Item No. 2 PM session:

The Kern Sanitation Authority approved contract No. 26014, Plans, Specifications, and Notice to Bidders, for Kern Sanitation Authority resurfacing and coating of east secondary clarifier #2, Bakersfield, and authorized Public Works to publish notice to bidders with an opening date of Wednesday, April 8, 2026, at 11:00 a.m.

Item No. 5 PM session:

The Board held a public hearing regarding the request of Santiago Communities by Joseph E. Bonadiman & Associates Inc., to change zone classification from R-1 (Low-density Residential) to MP (Mobilehome Park) to allow for the expansion of an existing mobilehome park at Rosetta Avenue, in the unincorporated Mojave area. The Board adopted a Resolution to deny the zone change request.

Item No. 6 PM session:

The Board held a public hearing for proposed Substantial Amendment to the County of Kern Fiscal Year 2024-2025 Annual Action Plan for Community Development Programs located at 6424 Lynch Canyon Drive, Mountain Mesa. The Board took no action and continued the item to be heard at the April 14, 2026, board meeting.

Item No. 9 PM session:

The Board approved Public Works request to set a public hearing on May 12, 2026, at 2:00 p.m., on a proposed increase in assessments within County Service Area No.66 in northwest Bakersfield for streetlight service charges for Fiscal Year 2026-2027.

Item No. 11 PM session:

The Board approved Public Works to publish a notice to bidders and open bids on Wednesday, April 22, 2026, at 11:00 a.m. for Contract No. 25047, a road rehabilitation at Dr. Martin Luther King Jr. Boulevard and Feliz Drive, Bakersfield.

Item No. 12 PM session:

The Board approved Contract No. 24030 with Rehak General Engineering, LLC, for emergency repairs on Jack Ranch Road, Glennville, in the amount of $951,025.50.

Item No. 13 PM session:

The Board approved Contract No. 25056 with Griffith Company, for road resurfacing on Wheeler Ridge Road from Laval Road to Santa Elena Drive, Bakersfield, in the amount of $1,511,111.05.

Item No. 14 PM session:

The Board received and filed a Notice of Completion with Burtch Construction, for road resurfacing on McCray Street from West China Grade Loop to Universe Avenue, Bakersfield.

Items No. 18-20 PM session:

The Board approved contributions to the following community organizations: Kern County Museum Foundation, Kenneth Teeters Foundation, American Cancer Society, Sheriff's Activities League, California State University Bakersfield Foundation, Kern Medical Center Foundation, Friends of Mercy Foundation, Dess Perkins Foundation, Kern County Hispanic Chamber of Commerce, Bakersfield Museum of Art Foundation, and Dress for Success Bakersfield.

Item No. 21 PM session:

The Board approved General Services Division request for a mid-year major maintenance project in an amount not to exceed $300,000, for the Kern River Valley Veterans/Senior Center Renovations at 6405 Lake Isabella Blvd., Lake Isabella.

Item No. 23 PM session:

The Board approved General Services Division request for a mid-year major maintenance project, in an amount not to exceed $300,000, for Rand Community Building Renovations.

The next regular board meetings are scheduled for March 24, 2026, at 9:00 a.m. and 2:00 p.m.
