To all interested agencies, groups, and persons:
A notice appeared on the City website on March 5, 2025, inviting participation in the floodplain management decision-making process. Specifically, we invited comments regarding a program being proposed by the City of Bridgeport Health and Social Services Department
PROGRAM: BRIDGEPORT LEAD HAZARD CONTROL
PURPOSE: To provide lead safe housing units that are occupied by children under the age of six or to be occupied by families with children under the age of six, especially if a child in residence has been identified with an elevated blood lead level. This will be accomplished by providing lead-based hazard reduction through interim controls or hazard abatement along with healthy homes assessments. The grant funds will ensure that inspections to ascertain the existence of lead hazards will be conducted. The necessary forms to determine the occupant's financial eligibility for the financial assistance to facilitate the remediation and or abatement of toxic sources of lead within their unit.
LOCATION: The proposed program would involve lead paint assessment , lead based paint abatement, lead based paint remediation, and associated minor rehabilitation on residential properties within the inner city with zip codes of 06604 , 06605, 06606, 06607, 06608 and 06610. The target area(s) contain floodplains and project sites could be located within Flood Zones A.
The City of Bridgeport Health and Social Services Department completed an evaluation concerning potential impacts on the floodplain and possible alternative actions. The proposed program could involve projects located within a 100-year floodplain. The conclusion was that there is no practicable alternative to the possibility of potential projects being located within the following Flood Zones A (areas of 100-year flooding and Zones V (areas of 100-year coastal flooding with velocity (wave action), as designated by the City's Flood Insurance Rage Maps (09001C0426F FIRM). 09001C0434F; 09001C0436F; 09001C0437F; 09001C0438F; 09001C0439F; 09001C0441F; 09001C0442F; 09001C0443F. It has been determined that the program must occur within the intended target area/areas, as described above.
The alternatives considered included: 1) Funding the proposed program in other areas of the jurisdiction; 2) relocation of housing units and families; 3) no action.
These alternatives were rejected for the following reasons: 1) the greatest need for the intended program was found to be in the designated target area/areas and those units/families in need of the housing services exist in all areas of the target area/areas; 2) it is cost prohibitive and not feasible to physically more or raise structures out of the floodplain; 3) a no action alternative would certainly not serve to maintain affordable, safe (from lead-based paint or other housing-based health hazards as appropriate) housing for families.
In order to minimize risk and potential loss (to life, health, and financial investment), owners, and tenants will be notified that their units are located in the floodplain and flood insurance will be a required contingency to participation in the grant program. The amount and period of coverage will conform to the National Flood Insurance Program requirements.
An Environmental Review Record (ERR) respecting the subject program has been made by the abovenamed jurisdiction which documents floodplain information and contains a full description of the proposed actions. The ERR is on file at the address listed above and is available for public examination and copying upon request between the hours of Monday through Friday from 10:00 a.m. to 4:00 p.m.
Final approval of the Lead-Based Paint Hazard Reduction Program will not be approved until/unless interested groups, individuals, or agencies have had an opportunity to comment. Comments will be accepted by the City of Bridgeport Health and Social Services Department which may be sent to Yvonne Jackson, Program Manager, Bridgeport Lead Hazard Control Program, Bridgeport Department of Health and Social Services, 999 Broad Street, Bridgeport, CT 06604 until March 26, 2025.
