The federal law expands the list of activities considered to be of strategic importance for ensuring national defence and state security. The following activities have been added to the list: the use of certain subsoil plots; the production of fish products; and pasture aquaculture involving anadromous fish species (Pacific salmon).
The federal law also stipulates that transactions requiring prior approval under Federal Law On the Procedure for Foreign Investment in Business Entities of Strategic Importance for National Defence and State Security include those involving the acquisition by a foreign investor or a group of persons, whether through ownership, possession or use, of property constituting core production assets of a strategically important business entity that is in state or municipal ownership.
In addition, the federal law establishes specific provisions governing the conversion of preferred shares of a bank organised as a public joint-stock company into ordinary shares.
