BCC Briefs for June 2, 2026

At the June 2, 2026, Board of County Commissioners meeting, the board took the following action on the regular agenda:

Airports -approved, by a vote of 6-0, a Contract for Consulting Professional Services with Kimley-Horn & Associates Inc. in the amount of $3,327,903.83 for the Runway 14/32 extension and related improvements project (F45 Runway Extension Project) at the North Palm Beach County General Aviation Airport, commencing on the effective date of the contract and expiring upon completion of the F45 Runway Extension project.

County Attorney- approved, by a vote of 6-0, to commence a private attorney-client session in the case of the Transit Village. LLC V. Palm Beach County to discuss settlement negotiations in the pending lawsuit during the Palm Beach County Commissioner Meeting on June 2, 2026, at 1 p.m. in the McEaddy Conference Room. The following individuals attended the meeting: members of the BCC who were present at that time, David Ottey, County Attorney, Maureen Martinez, Chief Assistant County Attorney, Andrew Pelino, Senior Assistant County Attorney, and Sean Fahey, Assistant County Attorney.

Financial Management & Budget -received and filed, by a 6-0 vote, a presentation on property values and a market update on the outlook of property values presented by Palm Beach County Property Appraiser Dorothy Jacks.

Housing & Economic Development - approved, by a vote of 6-0, a resolution providing for certain amendments to the Palm Beach County Florida Senior Living Facilities revenue refunding bonds to the Tuscan Gardens of Delray Beach project. By securing the above referenced bonds, the proceeds of which were used to refinance an assisted living and memory care facility owned and operated by the borrower, which is responsible for the repayment of the bonds under the terms of a certain loan agreement between the County and the borrower, to provide for an additional optional redemption provision whereby the current owners of the bonds may offer their bonds for redemption pursuant to an auction process administered by the bond trustee under the Trust Indenture.

Adopted, by a vote of 6-0, a resolution approving the issuance of Housing Finance Authority multifamily housing revenue bonds in the principal amount of $27,250,000. These bonds are being issued by the Authority to finance a portion of the costs to rehabilitate and equip a multi-family rental housing facility for approximately 160 units in the Palm Park Apartments in unincorporated Palm Beach County. 40% of the units will be rented to qualified persons and families whose average household income does not exceed 60% of the Area Median Income.

Human Resources - approved by a vote of 6-0, a 4-year employment contract with Kalinthia Dillard as Inspector General. The 4-year contract, starting on June 23, 2026, with a starting salary of $280,000 per year.

Water Utilities - authorized by a vote of 6-0, the Palm Beach County Water Utilities Department will pursue funding from the Florida Department of Environmental Protection for the Drinking Water State Revolving Fund Planning and Design Loan Application for an amount estimated up to $34,000,000 for expansion of Water and Treatment Plants 2,8 and 11.
