General Order 26-06 Temporary Noticing Procedures During Bankruptcy Noticing Center Service Interruption

Tuesday, October 27, 2026

The interruption to the Bankruptcy Noticing Center ("BNC") and the National Creditor Registration Service ("NCRS") is resolved (see GO 26-06). Effective October 26, 2026, the Bankruptcy Noticing Center resumed operations, including access to the CM/ECF system mailing matrix.

BNC is processing the backlog of notices and orders that accrued during the service interruption while simultaneously processing that day's new items. To address delays caused by the outage, the backlog (Oct. 9 through Oct. 25, 2026) of all paper notices and orders will include the following message on the address page:

IMPORTANT NOTICE: The enclosed notice(s) may have been sent later than intended due to a service disruption affecting the Bankruptcy Noticing Center. The information contained in this notice remains valid; however, because of the delay, a deadline or response period identified in the notice may have already passed, and you may receive an amended notice. If you have questions regarding a deadline or response period, please contact your attorney or visit the website of the clerk's office for the court identified in the notice.

Backlogged notices and orders served by the BNC may duplicate what the designated responsible party has already served pursuant to General Order 26-05(2).

In addition, on October 23, 2026, the Judicial Conference declared a nationwide "Bankruptcy Rules emergency" pursuant to Federal Rule of Bankruptcy Procedure 9038 in response to the ongoing disruption of services provided by the Bankruptcy Noticing Center (BNC). The declaration applies to all United States Bankruptcy Courts and remains in effect for a 90-day period beginning October 9, 2026, through January 7, 2027, unless terminated earlier.

Questions regarding BNC notice privacy concerns or the cybersecurity incident may contact BAE Systems directly at [email protected].

Questions regarding service operations can be directed to the Clerk of Court, Kyle Crockett, at (402) 661-7468.
