On 20 November 2025, the Council adopted Council Decision (CFSP) 2025/23691.

The Council decided that one individual should be included in the list of natural and legal persons, entities or bodies set out in the Annex to Decision (CFSP) 2023/2135

Albania, Armenia, Bosnia and Herzegovina, Georgia, Iceland, Liechtenstein, Moldova (Republic of), Montenegro, North Macedonia, Norway, Serbia and Ukraine align themselves with this Council Decision.

They will ensure that their national policies conform to this Council Decision.

The European Union takes note of this commitment and welcomes it.
