City Council to Review Process for Filling Place 3 Vacancy
The Richardson City Council will receive a report at next Monday's meeting outlining the legal requirements and procedural guidelines for filling a vacancy on the City Council.

The vacancy follows this week's announcement by City Council Member Dan Barrios that he is resigning from the Council to run for another office. Barrios was elected in May 2023 to represent City Council Place 3.

The report will provide Council with information on the process for moving forward, including the City Charter provisions related to Council vacancies, qualifications for appointment, and the steps available under the City Council's appointment procedures.

For a single Council vacancy other than mayor, the City Charter provides that the vacancy is filled by appointment through a majority vote of the remaining City Council members. The person appointed must meet the qualifications required by the City Charter and would serve the remainder of the unexpired term.

US 75 Closures Scheduled for Silver Line Bridge Arch Installation Next Week
Closures on US 75, the frontage roads and Renner Road are scheduled July 23-26 as crews install the north side arch for the Silver Line bridge over US 75. Work will take place overnight, with different closures each night as arch segments are moved and lifted into place.

The project will complete the bridge's second arch; the south side arch was installed last month. Once complete, the bridge will feature two arches about 400 feet long and 80 feet high, with white and blue accent lighting designed to create a gateway feature for Richardson.

Silver Line Service Impacts During US 75 Bridge Work
DART Silver Line rail service will be suspended overnight between Plano's Shiloh Road Station and UTD Station July 24-26 while crews lift crane-supported arch segments into place over US 75.

For safety reasons, trains cannot operate beneath the active construction zone during this work.

DART will provide bus service during the overnight closures between Shiloh Road, 12th Street, CityLine/Bush and UTD stations.

Record $528 Million Five-Year Capital Improvement Plan Presented to Council
The Richardson City Council received an update Monday on the City's five-year Capital Improvement Plan, which includes nearly $528 million in planned infrastructure investment across the community. The plan represents a record level of funding for infrastructure and capital improvements in Richardson, with projects planned for streets, sidewalks, drainage, parks, public facilities, water and wastewater infrastructure, and transportation improvements.

The plan includes $77.7 million in remaining work from the 2021 Bond Program and City Hall Bond Program, $110.2 million in water and wastewater improvements, and $44.3 million in Special Maintenance Initiative projects that use grant funding to reduce the City's cost. It also launches implementation of $223.4 million as part of the voter-approved 2026 Bond Program, with many projects beginning in design before construction starts in future years.

DART partnership funds will also support local transportation improvements, with potential projects including Coit Road, Abrams Road and Floyd Road rehabilitation.

City staff said the size and scope of the plan means residents should expect to see a significant amount of construction activity across Richardson as projects move through planning, design and construction.

2026 Bond Program Implementation Schedule
The Richardson City Council received a briefing Monday on the implementation schedule for the 2026 Bond Program, which was approved by voters in May.

The $223.4 million bond program will be phased over several years, with Year 1 projects beginning in FY 2026-27. Rather than issuing all bond funding at one time, the City plans to sell bonds in phases over six years, beginning with $36.94 million in the first year. Future bond sale amounts may change as designs, construction costs and schedules are refined.

Year 1 work includes projects from all five bond propositions. Streets and traffic projects make up the largest share and include design for six street segments, concrete panel replacement, alley construction, signal equipment and school zone design work. Fire-related projects include a new apparatus building behind Fire Station 5 and additions to Fire Station 6.

Parks projects include design for Canyon Creek Pool renovations and the Breckinridge Pedestrian Bridge and Trail Connection, along with playground improvements at Huffhines Woods, Creekhollow and Richland parks. Sidewalk work will begin in several residential areas, and drainage work will start with an erosion control project and design for Lois Branch flood prevention improvements.

Because many projects will affect streets and neighborhoods, City staff will coordinate schedules to help reduce conflicts and keep work moving efficiently.

Richardson CARES Application Now Open
The application period for the 2026 Citizens Academy and Resource Education Series (Richardson CARES) opened Monday and runs through Friday, July 31. The free, eight-week series is offered to adults ages 18 and up and provides participants the opportunity to meet City staff, learn about the day-to-day operations of Richardson's municipal government.

Classes will meet Sept. 3-Oct. 22, every Thursday from 5:30-9 p.m., with a reception and graduation ceremony Oct. 26.

Vendor Registration Open for Senior Center Holiday Bazaar
Registration is now open for vendors wishing to participate in the Senior Center's annual Holiday Bazaar scheduled for Nov. 6-7. Eligible vendors are artists/crafters age 18 or older, and all items must be handmade by the seller.

Cost per table is $35 for Richardson residents and $40 for nonresidents. Price includes one 8-foot table and one chair.

Register in person at the Richardson Senior Center, 820 W. Arapaho Rd.

Registration is first-come, first-served and remains open until all tables are sold.

Concrete Work to Take Place on Waterview Parkway near UT Dallas
In four phases, the bike lanes, right lanes and left lanes of northbound and southbound Waterview Parkway between Campbell Road and Renner Road may be closed to traffic alternately for concrete replacement/rehabilitation work. Work will begin on the northbound lanes before moving to the southbound lanes. The work is expected to be complete by late August.

Street Light Relocation to Close Lanes on Belt Line Road at Plano Road
The left lanes of eastbound and westbound Belt Line Road extended 170 feet east and west of Plano Road may be closed to traffic during non-peak hours (from 9 a.m-3:30 p.m.) for utility work related to the relocation of a streetlight. The work is expected to be complete by mid-August.

The City of Richardson, in partnership with Republic Services, is offering exclusive opportunity for residents to participate in guided recycling tours at the Republic Services facility in Plano. These tours are designed to provide an in-depth understanding of the recycling process, from material collection to sorting and processing, demonstrating the critical role recycling plays in environmental sustainability.

July Gardening To-Do List
The Dallas County Master Gardener Association, Inc. (DCMGA), a division of Texas A&M AgriLife Extension, has released its Garden Task List for July.

In addition to watering advice (pay attention to the water needs of lawns, ornamental plants and vegetables, being attentive particularly to new plants with undeveloped root systems and to outdoor potted plants, which can dry out quickly) the DCMGA's list of tasks includes:


Investigative Specialist (Investigations) ($45,457-$52,276 Salary)
The Police Department is looking for an individual that can assist citizens, employees and other external agencies by responding to questions, processing requests, and researching, gathering records and the preparation of specialized statistical reports. Work any shift, holiday and/or weekend, as required by supervision. Work alone when necessary. Perform other related duties as required. High school diploma or G.E.D. required. Texas Driver's License, Class C or above, required.

Heavy Equipment Operator ($49,877-$68,502 Salary)
The Public Services Department has multiple job openings for Heavy Equipment Operator for individuals with experience operating heavy motorized equipment. Depending on department, a Class A or Class B Texas Commercial Driver's License will be required or obtained within 6 months.

Recreation Customer Services Representative ($21.00/hr to $24.62/hr)
The Parks and Recreation Department is looking for an individual who can assist in supervising Recreation Center instructors, programs and activities. Work evenings and/or weekends as needed. Completion of ninth grade required.
